Education is the great plan of the country and the Party.In 2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Reducing the Homework and Off campus Training Burden of Students in Compulsory Education Stage"(hereinafter referred to as "Double Reduction"),which once again sounded the bell of reducing the burden on students and had a wide and profound impact on the education industry.Can the "double reduction" policy be effectively implemented at the grassroots level of education? What is the current status of implementation? What are the remaining issues? How to truly implement the "double reduction" policy,implement after-school service measures,enable students to enjoy school life and learning,and promote their comprehensive development is a problem that we must explore and refine.After the "double reduction" policy was proposed,L District of Lhasa City actively implemented the relevant policy requirements.However,through on-site investigations on the implementation of the "double reduction" policy in primary and secondary schools in L District,it was found that there are still some problems in reducing students’ academic burden and school after-school service related activities.In view of this,this article takes investigation and research as the basic research method,focusing on investigating the implementation of the "double reduction" policy in L District of Lhasa City,and then conducting research on the current situation of burden reduction policy implementation in the compulsory education stage of junior high school.The main focus is to analyze the implementation of the policy in primary and secondary schools through empirical research.By reviewing literature and policy texts,the research direction of the "double reduction" policy for student burden reduction was determined.A literature review was written both domestically and internationally to clarify the research background and significance.Based on the author’s actual work,it was decided to conduct empirical research on the implementation of the "double reduction" policy in primary and secondary schools in L District of Lhasa City.Clarify the core concepts and related theories,design questionnaires and interview outlines,and conduct on-site investigations,interviews,and questionnaire distribution in L district primary and secondary schools in Lhasa city.Organize questionnaire data and interview materials,summarize survey information,summarize the problems that exist in the implementation of the "double reduction" policy in L district primary and secondary schools,analyze the causes of the problems,propose solutions,and provide reference for further improving the effectiveness of implementing the "double reduction" policy in L district primary and secondary schools.The interviewees of this study are mainly composed of teachers and parents,who are the two main groups involved in students’ learning and life.Their understanding and recognition of policies directly affect the implementation results of policies.Teachers are grassroots implementers of the "double reduction" policy,and through interviews with teachers,they can directly understand the problems and difficulties in the policy implementation process;Parents are the main participants in students’ lives.Through interviews with parents,we can clearly understand the changes in students’ learning burden and lifestyle after the "double reduction" policy.Therefore,face-to-face interviews were conducted with school leaders,homeroom teachers,subject teachers,and parents to understand the respondents’ psychology and behavior.Based on this,their attitudes towards the "double reduction" policy,policy implementation issues,and difficulties were analyzed.This article is mainly divided into four parts: firstly,it reviews and organizes relevant literature to understand the content of the "double reduction" policy,regional supporting policies,and related research status.Based on this,it designs a survey questionnaire and interview outline;Secondly,contact the questionnaire survey and interviewees to distribute and collect the questionnaires.Influenced by the COVID-19,the questionnaire survey and interview are mainly completed online.Considering the game of different interest groups participating in the policy,the respondents of this questionnaire are divided into primary and secondary school students,in-service teachers and parents in Lhasa District L,and analyze the main reasons by understanding their attitudes and behaviors towards the policy from different perspectives;The third is to analyze the questionnaire and interview results to explore the problems and reasons that occurred during the implementation of the "double reduction" policy in L district.From the questionnaire data and interview results,it can be seen that after the "double reduction" policy,there are still differences between the requirements of the policy text and the actual implementation status in the long-term game process of different interest groups participating in policy implementation,and the cooperation between policy implementation entities has not been effectively exerted,This has led to incomplete policy related supporting systems,superficial supervision of policy implementation,limited policy implementation environment,and low public understanding of policies;Finally,based on the identified problems and the actual development status of the region,drawing on successful experiences both domestically and internationally,this article proposes corresponding solutions from five aspects:standardizing after-school service time,content and guarantee,standardizing student homework and evaluation systems,promoting collaborative education between family,school,and community,enhancing teacher capabilities,safeguarding teacher rights and strengthening supervision,and establishing an operational evaluation system.It explores more effective improvement methods to promote the implementation of the "double reduction" policy.
