| In March 2017,the Ministry of Education(MOE)issued the "Guidance Opinions of the General Office of MOE on After-school Services for Primary and Secondary School Students"(hereinafter referred to as "Guidance Opinions"),which stated that primary and secondary schools should make full use of their own advantages to carry out after-school services to solve the problem of parents’ difficulties in picking up their children from school.2021 In July,the General Office of the CPC Central Committee and the General Office of the State Council issued the "Opinions on Further In July 2021,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Homework and Off-Campus Training for Students in Compulsory Education(hereinafter referred to as "Double Reduction"),which,following the Guiding Opinions,once again mentioned after-school services and brought them to a whole new level.In addition,the implementation of after-school services in primary and secondary schools can play a role in supporting the implementation of the "double reduction" policy,thus bringing the policy into play.With the implementation of the"double reduction" policy,after-school services have also entered a new phase.In the existing studies,researchers have made many valuable findings,but some problems have not been properly solved because the after-school service has been carried out for a short period of time.Therefore,this study takes the after-school service of elementary school in Kunming as the research object,and investigates the current situation of the implementation of after-school service in elementary school under the background of "double reduction" by using questionnaires,interviews and case studies.Through the investigation and analysis,the study summarizes the effectiveness of the after-school service in elementary school and promotes it,and proposes corresponding improvement strategies for the problems found.The survey found that the implementation of after-school services in elementary school in Kunming has achieved good results in many aspects and has been recognized by most parents and children,but there are still some problems that need to be solved: 1.schools lack venues and equipment to carry out after-school services;2.the end time of after-school services is unreasonable and the content is single;3.teachers’ willingness to participate is low and they are not reasonably paid;4.the participation of out-of-school training institutions is not recognized by Parents’ recognition.The main factors that affect the smooth implementation of after-school services are: 1.ambiguous policies and inadequate funding;2.unclear responsibilities and powers,and inadequate laws and regulations;3.bias in the perception of schools,teachers and parents;4.large room for correction of out-of-school training institutions.In order to further improve the after-school services in schools and enhance the capacity of education services,the author proposes the following strategies,taking into account the objectives of the "double reduction" policy and the theories of collaborative education,educational equity and comprehensive human development:1.government-led,playing the helm function;2.school implementation,playing the role of the main position;3.family support,fully implementing home-school cooperation;4.Social assistance to promote the full utilization of resources.From the theoretical point of view,this study helps to deepen the basic understanding of after-school services in elementary school in the context of "double reduction",and at the same time enriches the theoretical research and value research on after-school services in elementary school,providing reference examples for subsequent studies.From the practical point of view,the author summarizes the successful experience of elementary school after-school service in the context of "double reduction" through investigation and analysis,and promotes it so that other schools can learn from it.At the same time,I propose corresponding strategies to solve the problems found in the survey,which can help promote the smooth implementation of after-school services,improve the capacity of education services,and provide education that is satisfactory to the people. |
