With the rapid development of China’s social economy and the accelerating process of urbanization,there are more and more dual-income families.Most families in urban primary schools are dual-income families,and primary school students are in a critical period of growth and development,so they have a high demand for after-school services.The Opinions on Further Reducing the Burden of Homework and Off-campus Training for students in the compulsory Education Stage clearly put forward the need to improve the level of after-school services and meet the diverse needs of students.Under the new situation,the study of after-school services in urban primary schools is of great significance for improving the quality of after-school services,effectively reducing the burden of students’ heavy homework and off-campus training,and improving the level of school education.Based on stakeholder theory and collaborative governance theory,this study selects Primary School H in Qingdao as the research object to study the status quo of after-school services in primary schools in urban areas under the background of "double reduction".First of all,from the perspective of literature,this paper reviews the research status and development of after-school service at home and abroad,clarifies the shortcomings of existing after-school service research,and clarifies the development trend of after-school service.Secondly,by means of questionnaire survey and interview,taking H Primary School in Qingdao as an example,this paper analyzes the cognition,current situation and evaluation suggestions of schools,teachers,parents and students on after-school services.Then,it analyzes the existing problems in H primary school after-school service and makes an attribution analysis,and further proposes improvement strategies.In the investigation and analysis,this paper finds that there are the following problems in the after-school service of primary schools in urban areas of Qingdao: there are differences in subject cognition,single content and form,the service time does not meet the needs of each subject,the participation of all parties inside and outside the school is unbalanced,and the problem of teachers is prominent.After further analysis,the causes of these problems are summarized,including the imperfect policies and regulations,the insufficient interpretation and publicity;The demands of family and school are inconsistent,and the boundary of power and responsibility is blurred;The school has limited internal resources and limited social participation;The incentive mechanism is not perfect,and the lagging level of teacher subsidy is low;Supervision and evaluation system is not perfect.In view of the above problems,this study puts forward the optimization strategy of urban primary school after-school service: improve various legal systems;Strengthen policy publicity and education,correct the cognition of participants;Develop service content scientifically and expand after-school service form;Reasonable arrangement of service hours,effective use of service venues;We will expand the number of teachers and protect their rights and interests.These strategies have guiding significance and practical application value for urban primary schools to carry out after-school services more effectively.There are still many problems to be further studied in the development of after-school services,and future studies should further explore how to better provide after-school services for students and improve the quality of education and students’ comprehensive literacy. |
