Before the introduction of the "double reduction" policy,students in compulsory education faced double pressure from after-school homework and cram classes,which limited their time to participate in after-school physical exercise.With the implementation of the "double reduction" policy,the school has launched after-school sports services,providing students with more opportunities to exercise,promoting students’ active participation in sports activities,and improving students’ physical and mental health.The implementation of this policy has had a positive impact on reducing students’ academic burden and promoting their all-round development.At the same time,it is also conducive to reducing students’ health problems caused by excessive learning and improving students’ comprehensive quality in learning and life.In order to better implement the "Opinions on Further Reducing the Burden of Homework and Off-campus Training for Students in the Compulsory Education Stage",this paper takes the current situation of after-school sports services in urban and rural primary schools in Yan’an under the "double reduction" policy as the research object,and selects a total of 28 primary schools in 13 counties,districts,cities and townships in Yan’an.The literature method,questionnaire survey method,field investigation method,interview method and mathematical statistics method were mainly used to carry out research to comprehensively understand the problems existing in the development of after-school sports services in urban and rural primary schools in Yan’an,and put forward corresponding countermeasures.The study mainly draws the following conclusions:(1)Most school leaders,teachers and parents of urban and rural primary schools in Yan’an have a supportive attitude towards after-school sports services,and most students like to participate in after-school sports services.(2)Yan’an urban and rural teachers mainly come from the teachers of the school,the proportion of teachers participating in after-school sports services is unbalanced,the teaching age of teachers is mainly in urban areas for 4-6 years,townships are mainly in1-3 years,urban and rural teachers’ academic qualifications are mainly undergraduates,urban teachers’ titles are mainly primary one,townships are mainly primary two,the allocation of township sports equipment is slightly lower than that in urban areas,the source of funds is mainly shared by parents,the use of funds is mainly in the salary and training of instructors,and the project fee is mainly below 200 yuan.There is a large gap in the number of financial subsidies for teachers in urban areas,and there is a big difference between urban and rural areas in terms of resource status.(3)Most primary schools in urban and rural areas have formulated after-school sports service activity plans,urban publicity is mainly in the form of online through public accounts and We Chat(QQ)groups,townships are mainly in offline form through holding parents’ meetings,most teachers believe that the publicity is effective,urban and rural areas in the implementation of the project There is a big difference.The organizational form is different in urban and rural areas according to the actual situation,and the teaching form is mostly a combination of theory and practice.The number of participants is mainly 30-40 in urban areas and 10-20 and 20-30 in townships.The frequency of urban and rural activities is mostly 2 times,most of them are more than 60 minutes,and the time period is 15:30-17:30.(4)Most leaders of physical education after-school services believe that the effect is better than other types of development,and teachers are more dissatisfied with after-school sports services,but they think that the "double reduction" policy has changed greatly in after-school sports services,and most students are satisfied with after-school sports services,and think that participating in after-school sports physical fitness improvement and learning efficiency have become higher.(5)The main problems in the development of after-school sports services in urban and rural primary schools in Yan’an are: the projects and organizational methods cannot meet the needs of students,the teachers are weak,the venue equipment is not perfect,the management system is not perfect,the degree of leadership support and parents’ cognition of after-school sports services are biased,and the funding sources are insufficient.Countermeasures proposed for the above problems: enrich after-school sports services,introduce diversified talents,expand the source channels of funds and develop and utilize venue equipment,improve the construction of school systems,and change the deviation of after-school sports services.
