An Analysis On The Governance Path Of Rural Human Settlement Environment From The Perspective Of Rural Revitalization

As a regional complex integrating nature,society and economy,rural areas have multiple functions such as production,living,ecology and culture.They complement and promote each other with urban areas and are the main space for rural population activities.When rural areas rise,the country rises,while when rural areas decline,the country declines.The contradiction between the unbalanced and inadequate development and the ever-growing needs of the Chinese people for a better life,as proposed by the 19 th National Congress of the CPC,is more obvious in the dual structure of urban and rural areas.The most arduous task of comprehensively building a great modern socialist country is also in rural areas.With the promotion of the rural revitalization strategy,victory in poverty alleviation,and preliminary realization of the goal of building a moderately prosperous society in all respects,the government is making it an important task to improve rural living environment.In order to realize the beautiful dreams of farmers,we should give priority to the development of agriculture and rural areas,accelerate the pace of agricultural modernization,meet the basic needs of farmers in light of the actual development of rural areas,formulate targeted policies,and carry out the work of improving rural living environment in an orderly way.The proposal of rural vitalization strategy provides a new direction for the development of rural areas and makes a new plan for the work of "three rural areas and farmers",among which the improvement of rural living environment is one of the important links of the strategy.Since the reform and opening up,remarkable achievements have been made in the work of agriculture,rural areas and farmers.However,in recent years,various departments have devoted themselves to increasing agricultural production and farmers’ income,but have neglected the problem of human settlement environment pollution caused by the lack of long-term environmental protection planning.In order to solve the contradiction between the needs of farmers and the growing environmental pollution,the country attaches great importance to the improvement of rural living environment.The No.1 Central document from 2014 to2023 has proposed to strengthen the governance of rural living environment.At present,the work of rural human settlement environment governance is in full swing across the country,although some rural areas have achieved phased achievements,but there are also some common problems urgently need to be discussed and solved.Xiaochengzi Town is one of the villages participating in the action of rural human settlement environment governance in Jilin Province.This paper explores the governance of rural human settlement environment in this town and its achievements.It is found that there are still problems such as insufficient cognition level of farmers on environmental governance,unitary subjects participating in governance,unsound supervision,assessment and reward and punishment mechanisms,insufficient investment in funds and technology,and unitary form of policy publicity.In view of the above problems,this paper analyzes the reasons from the three levels of villagers,society and government,and starts from five aspects: strengthening the villagers’ environmental protection awareness,encouraging the diversification of governance subjects,establishing a scientific and long-term management mechanism,rational use of funds and governance talents,and adopting the way of publicity that villagers like to hear,and puts forward the countermeasures to solve the problems of rural human settlement environment governance.Taking the town as an example,it is expected to provide Jilin program for the governance of rural living environment.
