| The rural vitalization strategy calls for improving the living environment in rural areas and gradually building beautiful and livable villages.The governance of rural human settlements has become a key task of grass-roots governance in the new era.As the provider and defender of rural human settlements,a public product,the government should not only play its leading role in regulation,but also comply with people’s increasingly diversified housing needs,pay attention to the role of rural residents,society and market players,and realize the collaborative governance of multiple players.We will strengthen the rural governance system and cooperate to build a beautiful countryside.Due to geographical environment,economic level,history and culture,customs and other factors,the governance of rural human settlements in southwest minority areas has its own particularity,which is worth further study to provide reference for the governance of rural human settlements in other minority areas.Based on the theory of collaborative governance,sustainable development and urban-rural relationship,this paper selects Q City of Guizhou Province as the case study and studies the governance of rural human settlements in this area through literature research,questionnaire survey,field survey and other methods.It is found that the governance of rural human settlements in the current price segment of this city has achieved certain results,such as a substantial reduction of household garbage.Toilet sanitation has been improved,sewage treatment has been effective,village appearance has been significantly improved,and village planning has been scientific and rational.However,there are still some gaps and problems between some areas and villages.Through research and analysis,the problems in the governance process of rural human settlements in Q City and the main causes are found.At present,the main problems are as follows: poor environmental awareness of villagers,lack of responsibility of various governance subjects,lack of professional talents and labor support,lack of governance funds,insufficient improvement of village appearance and so on.The main reasons are as follows: insufficient environmental protection publicity,lack of collaborative governance concept,loss of labor force and lack of professional talents,single source of governance funds,unreasonable rural planning.The above reasons make the problem of rural human settlements in minority areas in Q City not fundamentally solved.In order to solve the dilemma of rural human settlements in minority areas like Q City,this paper believes that it is necessary to start from five aspects: carrying out publicity and education to enhance farmers’ awareness of environmental protection,strengthening departments’ joint efforts,introducing and cultivating professional talents,increasing capital investment,and optimizing village planning.This paper attempts to take Q City as an example to explore effective ways of rural human settlement environment governance in southwest minority areas,in order to enrich relevant research content and provide certain reference and support for rural human settlement environment governance in southwest minority areas. |
