Study On Human Settlement Environment Governance Of Gaoping District Town A In Nanchong From The Perspective Of Rural Revitalization

In recent years,China’s rural social and economic development rapidly,the rural landscape has undergone earth-shaking changes,the production and living standards of farmers have been constantly improved.However,with the rapid development of rural economy,Rural Human Settlements Environment is facing great challenges.As is known to all,the rural human settlement environment is the important guarantee of the rural economic and social development,the green water and green mountains living environment is related to the healthy and happy life of the farmers,is related to the long-term development of the nation.For the healthy development of the countryside,the 19 th National Congress of the Communist Party of China put forward the strategy of rural revitalization.“The issue of rural farmers in agriculture is fundamental to the national economy and the people’s livelihood,”the report said.“Solving the problem of agriculture,rural areas and farmers must always be the top priority of the whole Party’s work.” And put forward “Industry prosperity,ecological livability,rural civilization,effective governance,well-off life,”the 16-WORD development requirements.“Eco-livable”is mentioned as an important part of the overall requirements of the rural revitalization strategy.The governance of Rural Human Settlements Environment is highly valued by governments at all levels,and the rural human settlements environment has been greatly improved compared with before.However,there are still many problems to be solved in the process of implementing rural human settlement environment governance due to the weak foundation,insufficient labor force,insufficient attention to the environment and imperfect management and maintenance mechanism in rural areas.The environment has the public attribute,when the environment is polluted and destroyed by the outside world,the villagers usually do not think of themselves to spend money and energy to clean up the environmental problems,most of the problems are placed on the governance of others.The governance of rural human settlements is a systematic project.It is not only a long time but also a very complicated process,and it is difficult to be accomplished instantaneously by one force,government,village committee,villagers and social organizations,enterprises and other multi-role to participate in governance.In the context of rural revitalization,this paper will focus on the governance of rural human settlements environment,to take research visits to the government-led governance of rural human settlements issues.In this paper,a town in Gaoping District was selected as the research object,through the investigation and analysis of the basic situation of a town’s rural human settlement environment governance,a town’s exploration in rural human settlement environment governance was preliminarily analyzed,and it was found that at the present stage,the following problems need to be solved urgently in the governance of Rural Human Settlements Environment: On the one hand,the policy can not match the actual situation of grass-roots governance,the inner linkage of grass-roots organizations is poor,the policy implementation ability of grass-roots organizations is weak,the motivation of the village committee team is insufficient,etc On the other hand,there are some problems in the practice,such as the form of domestic waste treatment,the single main body of sewage treatment,the lack of supervision of village appearance,the dilemma of law enforcement in environmental sanitation treatment,etc..The causes of the above-mentioned problems mainly include: First,the lack of coordination among various departments in the governance of the Human Settlements Environment;Second,the limited quality and level of the main body of policy implementation;third,the imperfect governance mechanism at the grass-roots level;and fourth,the lack of villagers’ awareness of public power,fifth,the financial transfer payment is insufficient.In view of the above-mentioned problems and their causes,the paper puts forward the following concrete countermeasures: First,to enhance the coordination between departments and agencies,second,to improve the quality and ability of the main body of policy implementation,and third,to improve the governance mechanism at the grass-roots level,the fourth is to improve the villagers’ awareness of public rights,and the fifth is to increase the input of related resources.In this paper,the analysis of a town’s rural human settlements environment governance,hope to build a beautiful livable villages have practical significance.
