Research On The Improvement Of Rural Living Environment Under The Background Of Rural Revitalization Strateg

Carrying out the improvement of the rural habitat environment and improving the production and living conditions of the majority of farmers is not only the expectation of the farmers,but also the requirement of implementing the major strategy of rural revitalization.In 2018,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council jointly issued the Three-Year Action Plan for the Improvement of the Rural Habitat Environment to carry out nationwide improvement of the rural habitat environment.After the efforts in recent years,China’s rural areas garbage piles,domestic sewage discharge problem has been initially solved,rural "dirty,messy,poor" situation basically reversed,rural production and living conditions have been greatly improved.However,there are still problems such as the overall level is not high,unbalanced development between regions,and the expectations of the masses of farmers still have a certain gap.At present,China’s rural habitat environment improvement has reached the consolidation and upgrading stage,the need for the past period of rural habitat environment improvement process experience and practices,the effectiveness of the work and related issues to summarize,for the next step to do a good job of rural habitat environment improvement work to provide reference.This paper selects the situation of rural habitat improvement in S province as the research object,and further limits the scope of the study to three aspects,including comprehensive rural waste management,rural domestic sewage management and village appearance improvement,after considering the time cost and data acquisition factors.The research framework is built on the theoretical basis of polycentric governance theory and principal-agent theory,and the research is conducted at the provincial and county levels using interviews,questionnaires,and literature review.The thesis has five parts,the first part introduces the background,significance of the study,the current status of domestic and foreign research,and elaborates on the research object,the principles of determining the scope of the study,and the ways and means of the study;the second part introduces the relevant concepts and theoretical foundations;the third part summarizes the history of rural habitat environment improvement in S province,and summarizes the progress of the comprehensive treatment of rural garbage,rural domestic sewage and village appearance improvement in S province since 2018;the fourth part compares the problems of rural habitat environment improvement in S province,such as the overall level is not high,the main role of villagers is not enough,and the post-management is not in place,analyzes the causes of the problems,and theoretically explores the causes of the problems by combining polycentric governance theory and principal-agent theory;the fifth part In view of the problems and causes of rural habitat improvement in S province,four countermeasures are proposed,such as strengthening the top-level design of rural habitat and widening the funding channels.
