Study On Emergency Management Of Grassroots Government To Deal With Public Health Emergencies

The 20 th National Congress of the CPC proposed that "strengthening the major epidemic prevention and treatment system and emergency response capacity building" is a guide for China’s public health security and an inherent requirement for improving China’s governance capacity.The primary body to improve the public health response ability is the grassroots government;as the first level of various public health emergencies,is the bridge and link between the government and the masses.Since COVID-19 outbreak,the grassroots government in the control of epidemic development,hinder the aspects of the spread of certain achievements,but in response to the problem of public health emergency management still exist many problems,such as: emergency plan system is not yet perfect,health system remains to be perfect,government departments zone spreading ability to be strengthened,and so on.Therefore,how to deal with public health emergencies scientifically and effectively is an important problem to be solved by the grassroots government in China.This paper takes the actual epidemic prevention and control in Bayan County,Heilongjiang Province as the research object,takes the crisis management theory and crisis life cycle theory as the guidance,and uses the literature research method,case study method,comparative analysis method and other research methods.first,The research background,research significance,research ideas and research methods,and the domestic and foreign research status are comprehensively combed and summarized,Then further clearly define the relevant concepts and theoretical basis and give a brief overview of it;next,It expounds the current basic situation of Bayan County and the development status of COVID-19 epidemic,At the same time,the actual process of emergency management in Bayan County was discussed from three aspects: prevention and control and early warning,epidemic emergency,control and treatment;once more,On the basis of analyzing and summarizing the problems and causes in the prevention and control of the epidemic by Bayan County government,Selected the classic cases of domestic governments at all levels in the fight against the epidemic,And to carry out a detailed analysis and experience combing;last,From the government to build dynamic scientific information plan system,improve the medical resource allocation of comprehensive security system,build multiple subject joint collaboration system platform,comprehensive establish dynamic joint emergency response mechanism,update the government human resources management system is put forward to improve the Heilongjiang county government to public health emergency emergency management countermeasures and Suggestions.
