Research On Emergency Management Of Covid-19 Prevention And Control In H Town,Wenzhou

The world is experiencing a century of great changes.Our country is in the crucial period of realizing the great rejuvenation of the Chinese nation.During this period of great development,transformation and adjustment,a harmonious,steady and safe development environment is especially important.However,since the beginning of this century,the outbreak of SARS,avian influenza,A(H1N1),dengue fever,Ebola and other public health events has seriously affected economic and social development.Especially since the beginning of 2020,the new crown SARS outbreaks,it happened at the our country since the founding of the scope of the fastest and the spread of infection prevention and control and the most difficult,the deepest influence degree of major public health emergencies,for the broad masses of the people’s life safety and body health poses a great threat,caused a huge impact on the economic and social development,This also puts higher demands on the emergency management capacity of the government and brings great challenges.With the spread of the epidemic in some foreign countries out of control,the importation of people and goods led to the occurrence of domestic infections,and the local epidemic clusters in China also showed the characteristics of multiple points,wide areas and frequent occurrence.We will maximally protect people’s lives and health and ensure steady and orderly economic and social development.As the "last mile" to contact and serve the people,the grass-roots government is the grass-roots unit for the implementation of various policies,and the frontline and most critical link in the emergency management of various public health emergencies.Since the 18 th National Congress of the CPC,the Party and the state have been constantly optimizing the concept of social governance.As an important part of social construction,emergency management has attracted great attention and achieved long-term development,especially the grassroots governance capacity has been continuously strengthened.In terms of emergency management of public health emergencies,grass-roots governments have made great progress.However,from the perspective of COVID-19 prevention and control,grass-roots governments still have problems such as unintegrated policy implementation,insufficient risk awareness,and weak emergency management ability.Therefore,it is an important topic to study the emergency management of COVID-19 prevention and control in local governments.Based on the theories of public management,crisis management and crisis life cycle,this paper mainly studied the emergency management of COVID-19 epidemic prevention and control in H Town,Wenzhou,using literature analysis and case analysis.As a key epidemic area in the county,the town strictly implemented the decisions and arrangements of the superior level in epidemic prevention and control,strictly implemented various measures of epidemic prevention and control,and insisted on combining theory with practice,innovative work measures,and timely and effective control of epidemic.By sorting out and analyzing the practice and effect of the emergency management of COVID-19 in H Town,P County,the problems existed in the emergency management of COVID-19 in the town and analyzing the causes of the problems,and putting forward targeted opinions and suggestions,so as to provide reference for the grass-roots government to cope with the public health crisis..
