A Study On The Emergency Management Of Local Government In Response To Public Health Emergencie

Since the 21 st century,with the rapid economic development and the prosperity of international trade,makes the increased frequency of large public health emergencies,causing a lot of social and economic losses also endanger the people’s life and health,effectively respond to public health emergencies not only requires the local government to keep pace with the times constantly optimization measures,need more starting from the local actual situation,in the emergency management work combining theory and practice.At present,the domestic research on emergency management of local governments to public health emergencies is mainly from the perspective of the country.Focusing on theoretical research.In addition,the research on the COVID-19 prevention and control measures is still limited in the original strain in 2020 and the Delta strain in2021.There is a lack of research on the 2022 pandemic strain.Therefore,this article takes the epidemic caused by Omixjon strain in Xinzhou City in November 2022 as a practical case.Analyze and study the problems existing by Xinzhou Municipal government in the COVID-19 prevention and control process.And put forward the corresponding optimization countermeasures for the problem.Thus improving the ability of Xinzhou City government to deal with the emergency management of public health emergencies,to make adequate preparations for future public health emergencies.This paper takes the 4R crisis management theory,5S principle of crisis response,synergetics,the spiral of silence as the basic theory of research and analysis.The research methods of this paper include literature research,case study,content analysis and interview.By inquiring the existing literature,analyzing network news and related government papers,the emergency management of public health emergencies in China.Several representative cities or regions are taken as reference cases for a brief description.By interviewing the staff involved in the epidemic prevention and control process in Xinzhou City,analyzing and sorting out the main trends of the official announcements and the online public opinions of the mainstream new media platforms.To restore the process of COVID-19 prevention and control in Xinzhou City,take this as the main case to conduct an in-depth analysis.It is concluded that Xinzhou City government has an imperfect emergency management plan in the process of epidemic prevention and control;relevant staff members lack the knowledge and experience of emergency management;the efficiency of communication and cooperation between multiple departments is low;network public opinion guidance and governance work is relatively lagging behind.In view of the above existing problems,the government can improve the management mechanism,strengthen the emergency management personnel,establish and improve the multi-department cooperation mechanism,improve the network public opinion monitoring,effectively enhance the ability of Xinzhou Government to deal with the emergency management of public health emergencies,and provide new ideas for the new normal of emergency management of public health emergencies under the background of the new era.
