On The Improvement Of County-level Government Emergency Management Capacity In Public Health Emergencies

The risk of public health emergencies is the by-product and derivative of the extreme expansion of modern society.It refers to the risks that may arise in the field of public health,such as medical treatment,diseases and natural disasters,as well as all kinds of risks that may arise in the course of economic and social development.Its appearance makes human beings constantly face a variety of challenges,but also continues to impact the county-level government governance system.In recent years,public health emergencies occurred frequently in our country,which resulted in significant damage and loss in such fields as economy and people’s livelihood.In recent years,the outbreaks of public health emergencies,such as COVID19,have had a far-reaching impact and widespread impact.Therefore,it is necessary to establish and improve the relevant risk assessment mechanism,strengthen risk monitoring and assessment,formulate reasonable and effective response measures,establish effective emergency plans,form a sound governance system,take practical and effective measures to provide a strong security guarantee for the society.It can be said that establishing and improving the emergency management system and continuously improving the emergency management ability are the important issues that must be faced by the current national governance,as well as the subject that Party committees and governments at all levels must pay attention to.Emergency management of county-level government is a complex project,which mainly includes planning and constructing emergency command organs with system and integrated functions,and providing organizational support for emergency management of public health emergencies;improving the emergency command system,and constantly strengthening the coordination and integration ability of multiple departments;improving the early warning mechanism for public health emergencies,and developing the early warning information distribution mechanism;enhancing our capacity for emergency response and establishing a sound mechanism for joint prevention and control of public health emergencies.The governance of China must be explored on the basis on the field research.As for the research on the emergency management of public health emergencies in K County,Jiangsu Province,this thesis conducted a multi-dimensional research and investigation on the implementation of the COVID-19 emergency management in K County through field investigation and questionnaire survey,comprehensively guided by the 4R crisis management theory and the collaborative governance theory.Some problems have been found:imperfect policy planning,insufficient stock of public health resources and daily necessities,inadequate emergency drills and training,slow response to the crisis,lack of crisis awareness,poor quality of emergency personnel,inadequate information and public relations,low social participation,low psychological satisfaction.On this basis,this thesis proposes to work out and improve the emergency plans,strengthen the provision of emergency elements,optimize the multi-agent cooperative governance mechanism,enhance the social psychological security system,perfect the information exchange mechanism,constantly improve the governance mode,strengthen organizational management,reduce governance costs,and achieve more efficient governance effect.It is expected to provide reference for public health emergency management in areas like K County.
