Research On Emergency Management Of County-level Governments In Response To Public Health Emergencies

Since entering the new century,China’s economy has developed rapidly,and the whole country is becoming stronger and more developed,however,all kinds of public emergencies,for example,natural disasters such as earthquakes,floods,traffic accidents or disasters such as car accidents,mine safety accidents,and social security threats such as terrorism,public health accidents such as infectious diseases,all of which occur frequently,and have been widely valued by all walks of life.It is worth paying special attention to public health emergencies,public health emergencies are closely related to everyone’s life and health.Once they happen,they will directly threaten the health and safety of the public,with self-evident danger.At present,public health emergencies are becoming more serious with inestimable complexity and harm degree,The important task for governments at all levels to study emergency management is to effectively reduce the harm to the people and society,also the specific subject of "county-level government" is an indispensable link in dealing with public health emergencies.In order to comprehensively improve the emergency management capacity of public health emergencies in my country.This paper uses literature research method,case analysis method and investigation method to study the process of COVID-19 prevention and control in PY County,then it analyzes the prevention and control performance of the local government in various stages of latent,outbreak,continuation and stability of public health emergencies.It summarizes the existing deficiencies and the common problems existing in the emergency management of public health emergencies in current county-level governments from point to point,it is necessary to make efforts in six aspects: emergency cooperation,emergency plan,information network,emergency materials,talent team and social forces.On this regard,learn from successful experiences at home and abroad,then uses 4R crisis management theory and coordination theory.It puts forward six targeted countermeasures: improving the management organization system,rationally compiling and scientifically managing emergency plans,perfecting information network construction,ensuring sufficient emergency supplies,establishing professional emergency rescue teams and forming a co-governance situation.For the county-level government in China,responding to public health emergencies is an important challenge to the county-level government’s ability to govern and respond to changes in the times.It hopes to provide useful reference for county-level governmental emergency management,strengthen the emergency management ability.
