| [Purpose]With the help of the PSR model commonly used in eco-environmental assessment,this study conducts an in-depth analysis of the influencing factors of the government’s response to COVID-19.Based on the analysis of influencing factors and expert opinions,an evaluation model of COVID-19 government emergency response capacity was established,and the emergency response capacity of 29 provincial-level administrative regions in China was comprehensively evaluated.To reflect on the problems existing in the government’s response to COVID-19 and put forward corresponding suggestions.[Methods]①Literature research method was adopted to find and read relevant theoretical literature,empirical research,books and official policy documents,so as to provide solid theoretical support for this study.② Questionnaire survey was adopted to establish a questionnaire for the evaluation index system.Experts and researchers in the field of public administration were invited to give scores.According to the scoring results,the reliability and validity verification and final indicator screening is completed,and the COVID-19 emergency response capability evaluation model of the government is finally formed.③The entropy weight method is used to measure the weight of the corresponding index and determine the index weight of the evaluation model.The project evaluation value and comprehensive evaluation value of COVID-19 emergency response capacity of 29 provincial governments were calculated by multi-objective linear weighting method.[Results]①This paper analyzes the influencing factors of the government’s COVID-19 emergency response capacity from three aspects:pressure,state and response.We found that the influencing factors that may cause different performance of government emergency response in the pressure layer include:population inflow from Wuhan to other areas of China,geographical location of each province,climate and environmental factors,proportion of elderly population,population density,media pressure;In the status level,the severity of the epidemic in 29 provincial-level administrative regions was divided into five levels:relatively severe,severe,intermediate,mild and more mild.At the response level,the government’s prevention and control measures,medical rescue measures,financial support measures,and the level of local medical resources are all influential factors of the government’s emergency response capacity.②Based on the scoring of the questionnaire and the comments of some experts,indicators were optimized,and the PSR model-based COVID-19 government emergency response capacity evaluation model was finally determined to be divided into three levels,including 16 secondary indicators.③n the initial stage of COVID-19 outbreak,16 index values of 29 provinces in China from January 17,2020 to February 13,2020 were included in the original data set,and the objective weight values of each index and the weight values of pressure layer,state layer and response layer were calculated as 20.90%,25.33%and 57.17%.④n the whole,the comprehensive evaluation value of most provincial administrative regions fluctuates between 0.04 and 0.06 with little difference in score.Ningxia Hui Autonomous Region has the highest comprehensive evaluation value of 0.2712,and Shanghai has the lowest comprehensive evaluation value of 0.0328.In the government’s emergency response to COVID-19,all provincial governments performed well,and the comprehensive evaluation values of provinces with poor economic foundation and development level were not lower than those of regions with better economic foundation,but higher.[Conclusion]Looking back on the COVID-19 control experience,we propose the following three aspects to further enhance the capacity of local governments for public health emergency management:①Improve the government emergency personnel team construction.② Improve the national unified emergency supplies support system.③Improve the government public opinion publicity ability,cultivate the public emergency response ability. |
