A Study On Local Government Emergency Management Of Public Health Emergencies

China is in a critical period of economic and social transformation.Good opportunities are often accompanied by high risks.While developing the economy,local governments are also faced with various risks and challenges.Since the outbreak of SARS in 2003,various public health emergencies such as avian influenza,H1N1,dengue fever and Ebola have occurred frequently.In particular,the COVID-19 outbreak in early 2020 has not only caused great harm,affected a wide range and lasted a long time,but also posed a great threat to people’s lives and health and safety,and posed a great challenge to the government’s emergency management.As the foundation and key of state governance,county-level local governments are also the most critical part of the emergency management of all kinds of public health emergencies.In recent years,although county-level local governments have made great progress in emergency management of public health emergencies,there are still problems such as "radical and conservative","closed and transparent",insufficient risk awareness and weak emergency management ability.Therefore,"study on local government emergency management of public health emergencies" is an important topic.Taking feidong COVID-19 epidemic prevention and control,for example,theory with practice,through the analysis of the carding feidong COVID-19 outbreak of emergency management in the practice and effect,study the county in the problems existing in the emergency management of COVID-19 outbreak and analyze the causes of problems,and put forward the corresponding opinions and Suggestions,for the county and other local governments at the county level deal with public health emergency crisis to provide the reference.The first chapter discusses the topic from the research background,significance and innovation points,explains the current situation of local government emergency management of public health emergencies,and puts forward the research ideas and objectives.Chapter 2 theoretically for public health emergencies emergency management of local government defining the relevant concepts,clear the definition of public health emergencies and emergency management and scope,and refer to the crisis management theory and the theory of crisis life cycle,etc.,to clarify the local government in public health emergencies emergency management goals and tasks of each stage and role positioning;The third chapter gives an overview of "public health emergencies" and defines the concept of "emergency management".The content and principles of emergency management of public health emergencies,classification,classification and characteristics of public health emergencies,as well as the compilation of "one plan and three systems" are studied.Chapter 4 analyzes the response methods and effectiveness of Feidong County in COVID-19 emergency management.Chapter five analyzes the existing problems and causes of COVID-19 emergency management in Feidong County.Based on the previous five chapters analysis,chapter vi,respectively from the system level,the local government at the county level public health emergencies emergency management capacity building,public opinion propaganda and guidance,emergency management system construction from four aspects put forward the improvement measures and Suggestions,for to do a good job of epidemic prevention and control of local government at the county level,and further accelerate the social management system and management modernization,build a scientific and efficient emergency management system provides reference.
