Study On Emergency Management Of Public Health Emergencies In County-level Government

The world today is going through great changes unseen in a century.Our country is in a critical period of the great rejuvenation of the Chinese nation.As an important part of grassroots governance,county-level governments are facing opportunities as well as various risks and challenges in the context of the new era.various public health emergencies such as bird flu,H1N1,and Ebola have occurred frequently.In particular,the outbreak of COVID-19 at the beginning of 2020 poses a great threat to people’s lives,health and safety,and poses a huge challenge to the government’s emergency management work.The county-level government emergency management of public health emergencies has become an important research topic.Taking the emergency management practice of the new crown pneumonia epidemic in H County as an example,this paper conducts research and analysis through both theory and practice.Based on the analysis of 102 valid questionnaires and 20 interview records,this paper summarizes the current county-level government in my country.There are seven common problems in the emergency management of public health emergencies,including the lack of crisis awareness and emergency awareness,and the existence of "one size fits all" in prevention and control measures.The reasons are analyzed,and the ideological awareness is changed to promote the precision and standardization of emergency response methods for public health emergencies.8 aspects,including the the cohesion of all-round emergency management,put forward countermeasures and suggestions for improving the emergency management of public health emergencies by county-level governments,so as to help county-level governments respond to public health emergencies and further accelerate the promotion of social governance system and Provide useful reference for the modernization of governance capacity and the construction of a scientific and efficient social governance system.
