Research On Emergency Management Problems And Countermeasures Of Public Health Emergencies In CX County

With the ever-changing world situation and the improvement of people’s material living standards,public emergencies occur from time to time.No matter what kind of accident or disaster,it is inevitable to involve in the medical field,which will lead to public health emergencies.As an agricultural county in northeastern Sichuan,CX County is the "South Gate" of Guangyuan.In the 21 st century with convenient transportation,flow of people and smooth information,how to do medical treatment,epidemic prevention and control,and public opinion guidance in public health emergencies Emergency management and other aspects are of great significance to ensuring the safety of life and property of the people in the county and even the city.From the perspective of public administrators,based on "preplans,systems,mechanisms,and legal systems",this paper takes the emergency management of public health emergencies in CX County as an example.and other methods,starting from the investigation of the emergency management of public health emergencies in CX County,thoroughly analyzing the problems and causes in the process,and on this basis,put forward suggestions.The structure of the article is divided into: the first part describes the background,research significance and purpose,research methods and technical roadmap of the article,and an objective review of domestic and foreign literature on public health emergencies and emergency management;the second part defines related concepts,explain the relevant theories;the third part takes advantage of the geographical and position advantages,visits and investigates in the county,forms first-hand data and analyzes the data,and extracts the main measures for the emergency management of public health emergencies in CX County in recent years;the fourth part Analysis of the problems and causes of the emergency management of public health emergencies in CX County;the fifth part is the suggestion for improving the emergency management of public health emergencies in CX County.Through investigation and research,it is concluded that in the emergency management of public health emergencies in CX County,there are insufficient implementation of management measures,insufficient material and funding guarantees,insufficient professional and technical teams,insufficient information disclosure mechanisms,and insufficient social participation.And other issues.Then,combining theory and practice to analyze the reasons,it is believed that the main reason for the problem is lack of understanding,and it is difficult to establish a long-term mechanism;limited financial resources,it is difficult to expand health investment;personnel flow,it is difficult to adhere to the system;information is backward,it is difficult to carry out work effectively;Mission lag behind,it is difficult to create a good atmosphere.Finally,in response to the problems found in the investigation,combined with the actual situation and the advanced experience in areas outside the county,five suggestions are put forward,namely,to improve the political position and strengthen ideological guidance;increase funding and encourage insurance protection;compact the responsibilities of the four parties,and improve the command system.;Consolidate infrastructure and strengthen emergency preparedness;Strictly assess rewards and punishments,and establish a management mechanism.
