Research On The Performance Evaluation System Of Public Library Under Socialized Management Mode

The service model of public libraries has been innovative.Since 2010,Wuxi New Area Library has realized the mode of full-museum service purchase,created the first socialized management of public libraries in China,and completely broken through the traditional mode of government monopoly on public library services.In order to better implement the transformation of the functions of China's government and encourage social forces to participate in the major development strategic goal of building a green service-oriented government,China has issued a series of policy-based policies and regulations.Since 2013,so that social forces can truly participate in public services.With the introduction and implementation of the relevant policies of our Party and the state,the government purchase of public library services has been put on the agenda.However,in the face of the new socialized management mode,the government,libraries and third-party evaluation institutions all lack enough experience,standards and channels to guide and evaluate the library management activities of this mode.This is easy to lead to the unclear responsibilities of the participants,and the imperfect purchase mode and management mechanism.According to the existing performance evaluation system,the actual results of performance evaluation have not been widely used,only as the evaluation result to test the working ability of social forces.Each subject did not analyze the reasons of the evaluation results,nor improve the development plan of the next year according on the evaluation results of the library.Because the development of performance evaluation system is inconsistent with the speed of library innovation,there is a greater risk of government purchase.Therefore,to promote the construction of the government service system for purchasing public libraries,we must establish a new performance evaluation system as soon as possible.This paper first analyzes the various theories in the government purchase of public services,clarifies the concepts of "library socialization management" in the purchase of public library services,and carefully analyzes the socialized management mode.Secondly,the data is collected through systematic literature retrieval and questionnaire survey,extracting the key factors such as the subject,object and process of the government purchase performance evaluation work implemented in China,and summarizing the problems existing in the performance evaluation.Third,the "TQM management theory" and "5e principles" are introduced into the performance evaluation system of the library under the socialized management mode,and a new performance evaluation model and index system are constructed.Fourthly,through the expert questionnaire survey and SPSS data analysis,the index design and score value were demonstrated and improved,and finally a performance evaluation index system with clear scoring standards was formed.With the whole process and satisfaction as the core orientation,the system introduces multiple evaluation subjects and comprehensive evaluation objects,which is more consistent with the library service behavior under the socialized management mode.It is hoped that this index system can improve the service quality and management level of public libraries under the new mode to a large extent,and have some reference value for the service performance evaluation of public libraries under the future socialized management mode.
