Public Library System Performance Evaluation Study

Public library is a type of product of institution to guarantee people's gainingknowledge with freedom. Establishing and improving public library institution canguarantee library services nationwide for equality of access for all, thereby guaranteepeople's right for freedom of information. However, there is public character in libraryinstitution. We should not only measure rigidly according to efficiency coming first,but also emphasize flexible comparison more about reader services. Stick to principlewhich is "prioritizing fairness and taking care of efficacy", it can be real unifiedbetween efficiency and fairness. What we see is that measurement for public libraryinstitution is multi-dimensional.Institutional performance of public library is the level for satisfaction of readers infact. This level for satisfaction of readers contains numerical dimension and fairdimension. In other words, this institutional performance is composed of efficiency andfairness, and reflects synthetically degree of readers' satisfaction to an extent ofefficiency and fairness. The index system of evaluating performance in this paperconfirms the degree of readers' satisfaction by four first-class indexes and weighs oflibrary collection, library environment, librarian and services. This system can evaluateobjectively and promote development of public libraries in our country.
