This paper analyses the problems in the Chinese enterprises and public organizations systemically. The goals of this paper are:(l) to motivate the managers" responsibility and professional self-confidence by grasping the library trends, (2)to research and summarize the forming of new missions.(3)to help the library's managers to enhance the administrative level..The paper can be divided into two parts generally. The first part includes the 1 st. 2nd and 3rd chapters, which concerns with the management theory of public non-profit library and information organizations. By tracking the public administration theory and the changing environment, it explicates the necessity and urgency in scientifically administrating libraries. It treats of the library's existence value, social orientation, operating mechanism and humanism significance. It considers perpetuity of library's social function as well as their developing complexity.The second pan can be divided into two sectors. The first sector includes 4th and 5th chapters, which pay attention to the utilization of the theory especially in the area of human resource management. It points out the administrative missions as pursuing operating efficiency, executing knowledge management, devoting to the innovating culture. They would embody in the human resource planning, recruiting, evaluating and motivating. The second sector includes the 6th and 7th chapters. It concludes such developing trends as globally cooperating and jurally administrating. The entering of private capital and enterprise factors leads to the change of administrative pattern, which is privatizing and enterprising.The innovating view of this paper is: (l)It introduces the public management theory into the area of administrating library and information organizations, indicating that the public library and information organizations will be diminished while it's social functions should be enhanced.(2)The managers and library professionals should realize that the eternity of library's social functions shouldn't shield their low operating efficiency. It emphasizes the public managers' ethical merit, social and historical responsibilities.We should utilize the public management theory and grasp the managing experience. It is our perpetual pursue to consolidate the public benefits and managing efficiency.
