Grassroots public library is a major component of our public cultural service system and a symbol of urban culture.With the vigorous development of China’s economic,cultural construction and the growing cultural needs of the masses,local governments began to build grassroots public libraries like district libraries and community libraries.Because of the functions’ transformation, establishments’ simplification of the governments,local government does not have sufficient staffing and the experience of running a library.If the local government hastily starts the grassroots public libraries,it could not bring high-quality service to local people and it’s unable to meet the growing cultural needs of the masses.Encouraging non-governmental sectors to take the job of managing and running a grassroots library not only could contribute to the functions’ transformation of governments,but also is a major innovation of library management mechanism. Socialized management mechanism has become a major trend of the grassroots public libraries.Library’s socialized management means non-governmental sectors take over the management and operation of all library work with government’s authorization within a certain period.Currently,there are not many grassroots libraries who implements social management mechanism and there are few reports about this, all practice are in exploration process.It has achieved remarkable results, but also exposed many problems.In order to improve the quality of grassroots public libraries’ service and socialized management mechanism,and to provide experience for grassroots public libraries in other areas,this study will conduct research of three grassroots public libraries in Anhui which implements socialized management mechanism to summarize the advanced experience and explore the problems,then to put forward some improvement measures.This thesis consists of six parts, the main content of each part are as follows.The first part is the introduction,it consists of the background and significance of this study.This part summarizes the research status at home and abroad on this subject and determines the research methods,research ideas and innovations of this paper.The second part is the basic theory,talks about the theory of grassroots public library’s social management mechanism,then defines the concept of it.It also analyzes the motivation of social management.The third part is the investigation of the current situations of three grassroots public libraries which implements socialized management mechanism in Anhui.The fourth part is the identification of achievements and the exploration of problems.The fifth part is the analysis of countermeasures for putting forward some specific improvement measures for grassroots public libraries’ social management of Anhui Province.The sixth part is conclusion and prospect,it also identifies some shortcomings.
