In the new era,with the development of government purchase of library public service,new requirements have emerged on the value orientation of performance evaluation and its index system.Adopting the document analysis method,this article studies the current situation of domestic and international performance evaluation index construction and the theory of government purchase of public library performance evaluation.According to relevant theories,literature review,and the value of indexes and principles determined by China's national conditions,a performance evaluation index model has been built.Based on previous evaluation data and all possible indicators included by Delphi method,some indicators have been excluded from screening.Then according to the Analytic Hierarchy Process,the index and index weight coefficients are determined by the following aspects.They are in terms of value,in terms of structure,and in terms of index.Several experts have been invited to grade each index,and then the score of every index is calculated.Finally,the index weight coefficients are decided.The study is aimed to supervise government purchase of library public service,and it adopts many theories such as New Public Service Theory,4E Principle Theory,Government Failure Theory and Restricted Economic Theory.Besides,it follows the rule of objectivity and systematism.Under Delphi method,it puts forward index system of efficiency evaluation of government purchase of library public service,which includes 4 primary index such as input,process,output and result,and 12 secondary index such as human resources,material resources,financial resources,information resources,service process,service progress,service quality,service effectiveness,social benefits,economic benefits,environmental benefits,fair benefits.In addition,there are 39 third-level indexes.Under the guide of AHP,the study has established the weight of specific indexes at all levels.
