Research On The PDA Mode And Its Performance Of Tianjin Children’s Library

Book purchase plays an important role in the library,it is an important segment in the library information resources construction and it’s also the starting point and material basis of service work.With the continuous improvement of social and cultural level in China,the demand of readers is constantly changing,which brings many challenges to the procurement of public library management.As a new mode of literature resource construction,the core of PDA is to give the decision-making power to the readers.The direction of library resource procurement is completely based on the needs of the readers,which makes up for the shortcomings of the traditional procurement mode.At the same time,the performance evaluation of library PDA procurement mode is related to the feasibility and sustainability of the PDA project implementation.Therefore,while exploring PDA innovation practice projects,it is necessary to establish a systematic and scientific performance evaluation system to make the procurement quality,cost-effectiveness and social service level more intuitive,which has a very important practical significance.Based on the theories of new public service,public service procurement,library acquisition and performance evaluation,this paper takes Tianjin Children’s Library as an example,introduces the current situation of Tianjin Children’s Library and its problems in procurement.Drawing on the successful cases of library readers’ decision-making procurement model,the PDA procurement plan in line with the actual situation of Tianjin children’s library is explored,the main problems in the process of PDA activities are summarized.The performance evaluation model of PDA purchase mode of the public library is constructed based on the "3E" theory,so the performance of the PDA purchase mode of Tianjin children’s library is analyzed from three aspects of purchase quality,cost-benefit and social benefit,and the effectiveness of the PDA purchase mode is explained through the results of performance evaluation.In view of some problems and deficiencies in the process of practical exploration of the PDA mode,this paper puts forward the performance guarantee measures of library procurement mode,which can provide reference for improving the ability and level of reader oriented service of Tianjin children’s library.
