It is a great decision of our country to develop advanced socialist culture and enhance the soft power of culture.Providing fair and accessible community library services is the key to guarantee the cultural rights of citizens,meet the needs of public culture,improve the quality of national culture and build socialist spiritual civilization“ The outline of the 14 th five year plan proposes to accelerate the development of health,pension,care for the education,culture,tourism,sports,property and other services,and strengthen the supply of public welfare and basic services,and expand the supply of services covering the whole life cycle.In this context,the focus of public cultural institutions will be gradually transformed from focusing on the quantity of service supply to providing cultural services of public welfare,equality and convenience.However,restricted by the economic situation and cultural system,the supply of basic public cultural services in China is still in a backward state as a whole.There are some problems such as low level of regional service supply,significant gap in regional development,low level of service networking,and the accessibility of services still needs to be further improved.At present,the research on accessibility of public services is mainly focused on public health,public pension,public education and other fields,while the research in the field of public culture is slightly inadequate,especially the accessibility research related to the basic cultural service organization community library is rare.It is of theoretical and practical significance to study the accessibility of community library services.The comprehensive use of literature research,content analysis,investigation and comparative research methods,and based on the new public management theory,public cultural service theory,modern library theory,government refined management theory,accessibility theory,equalization theory and coordination theory,etc.,the multi-disciplinary knowledge of politics,management and culture is integrated,Combined with the actual situation of community library development,a set of analysis dimensions of evaluating service accessibility are constructed,and theoretical exploration of each dimension is carried out.According to the research idea of "status investigation theory research dimension analysis strategy discussion",the paper divides the three-dimensional system of accessibility evaluation from three levels: service supply,service demand and service supply-demand matching,and analyzes the theoretical connotation,policy advantages and existing problems of community library service accessibility.On this basis,the paper puts forward some suggestions to improve the service accessibility of community library from the three-dimensional perspective of availability,acceptability and matching.First,we should improve the availability of services.Based on the perspective of government and public cultural service institutions,the government should improve the basic guarantee of service,promote the diversification of supply subjects,and the public cultural institutions should innovate the service content,and then improve the level of service supply.Second,we should improve the acceptability of services.The center is the user demand,and pays attention to the development of universal and equal cultural services;To train the information ability of users as the driving force,carry out information literacy training;The service concept of people-oriented is insisted on the user feeling as the leading role;Third,we should improve the service matching.From the perspective of reasonable matching between supply and demand,the paper explores the scheme strategies to reduce the difference of service matching and improve the level of service adaptation,including improving the demand expression mechanism and broadening the channels of feedback;To meet the needs of special groups and reflect the national humanistic care;Improve the accuracy of service supply,pay attention to personalized service supply.Therefore,the level of fair access of grassroots citizens to public cultural services should be improved,and the strategic requirements of the state to develop advanced culture and build a socialist cultural power should be met.
