The development of information and communication technology in the new era has brought an opportunity for innovation and development in all walks of life,and the gradual and deep integration of network digitization and public cultural services has provided a new development environment and development model for libraries,which are traditional public cultural service institutions,libraries,as an important subject in the socialist public digital cultural service system,to provide users with public digital cultural services is the most basic and essential responsibility and mission.New Internet technologies can be used to integrate public digital cultural resources,build a public digital cultural service system with standardized standards,clear responsibilities and orderly participation,and provide multi-channel,high-level and all-round innovative public cultural services to meet the public digital cultural needs of the people in the digital age more efficiently.In this paper,first of all,by reading the relevant domestic and foreign literature,we comb through the public cultural services,public digital culture,public digital cultural services,the characteristics of library public digital cultural services and the connotation of library public digital cultural services capacity,analyze the process of library public digital cultural services based on the new public service theory,determine the constituent elements of library public digital cultural services capacity and their related influencing factors,and construct a system of evaluation indicators of library public digital cultural services capacity,which consists of four first-level indicators and 18 second-level indicators.Tier 1 indicators are resource security capacity,service delivery capacity,platform technical capacity and institutional support capacity.The second-level indicators for resource security capability include the completeness of resource database,heterogeneous integration of resource libraries,localization of resource construction,diversity of resource sharing channels,and public benefit of resources;the second-level indicators for service supply capability include the innovativeness of service dissemination,comprehensiveness of service coverage,accuracy of analysis of user service demand,personalization of service,and timeliness of follow-up of user service feedback;the second-level indicators for platform technology capability include the security of user information security,advanced technology of maintenance platform,innovativeness of service technology,and diversity of resource navigation technology.The secondary indicators of institutional support capacity include the standardization of service standards,the adequacy of the training mechanism for librarians,the adequacy of the performance assessment of librarians and the guarantee of funding.The results show that the public digital culture service capacity of Jilin libraries scored 80.04 points,which is a good result.This shows that the public digital culture service capacity of Jilin libraries is in the upper-middle level,which matches the public digital culture service needs of users and can meet the public digital culture needs of users to a certain extent,but it still needs to strengthen its service capacity in terms of service resource protection,service innovation,service promotion,service platform and service system.This article provides a method for evaluating the capacity of libraries' public digital cultural services and applies it to the evaluation of real cases.The research results show that the proposed evaluation system can be used to evaluate the capacity of libraries' digital cultural services,and the evaluation results are consistent with the actual situation of the libraries.
