Basic public cultural services are the cultural needs provided to protect the cultural rights and interests of all members of society,meet the personal needs of users,and improve the quality of the people.Due to the regional distribution,economic development level and population quality,public cultural service institutions have problems such as the imbalance between the supply and demand of basic public cultural service supply and user demand,and the unreasonable resource allocation.Therefore,it is necessary to evaluate states between the supply and demand so that we can find the gap between ideal states.It shows that in order to realize the balance between supply and demand and the rational allocation of resources,it is particularly important to quantify the supply and demand from the user's perspective and find the difference between them.From the perspective of the supply of basic public cultural services and user needs,this study selects users who have been to public libraries in Tianjin Binhai New District as the research object,and conducts quantitative analysis based on the supply-demand matching model.Firstly,review the relevant theories at home and abroad to summarize from the aspects of public services,public cultural services,and basic public cultural services;document from three aspects: the supply of basic public cultural services,the demand for basic public cultural services,and the relationship between supply and demand for basic public cultural services for finding problems and merit,and provide theoretical basis and research direction for subsequent research.Secondly,collect and collate the basic public cultural service supply and demand assessment contents by using relevant literature and policy regulations,modify and screen the supply and demand assessment indicators through expert interviews and questionnaire surveys,and initially construct a basic public cultural service supply and demand assessment system;The survey method and the analytic hierarchy process are used to design the index weight for the initially constructed supply and demand assessment system,establish the basic public cultural service supply and demand assessment system,and finally establish the five first-level indicators,it has information resources,library facilities,library environment,library staff,and library services.And the first-level indicators specifically divided 12 second-level indicators and 28 third-level indicators.Thirdly,according to the established basic public cultural service supply and demand assessment system to design the questionnaire.And the questionnaires are distributed to users of the Tianjin Binhai New Area Public Library from user's perceived service satisfaction and the level of demand for the indicator.There are 276 valid questionnaires were recovered through the questionnaire star,and SPSS23.0 was used to perform descriptive statistical analysis and reliability and validity analysis on the data,and the value was evaluated based on the supply and demand matching model.Finally,by comparing and analyzing the matching degree of supply and demand between the main and branch libraries and different user types,it is found that the floating population,adolescents,males,junior high school and below education levels have higher evaluation values;at the same time,most users think information resources and library service supply elements have a phenomenon that supply exceeds demand.And from the three aspects of improving supply and demand matching,improving supply efficiency and realizing reasonable allocation of resources,it proposes a targeted public library basic public cultural service promotion strategy,which also provides a certain reference for subsequent research.
