Research On Public Cultural Services Of Provincial Libraries

Library science and public management have different focuses on library's public cultural service.The former focuses on the inner development of librarianship including ideas and content,while the latter focuses on external environment to promote better systems for public culture and public service.This paper attempts to summarize some ways suited to library's public cultural service according to principles on both library science and public management.In the long run,the government-oriented development model is not suitable for the needs of library's public cultural service,not only ignores professional characteristics,disobeys developing rules,but also causes enormous wastes of public resources.Therefore,the transition and innovation of governmental functions should take library's specialty and its developing rules into consideration to provide a suitable external environment.In order to improve the ability and efficiency of library's public cultural service,based on the librarianship's growing trend and library users' changing requirements,public library,under government's macro guidance and comprehensive coordination,is supposed to seize the construction opportunity,update service ideas,enrich service content,expand service range,and advance service means.Constructing and explaining the model of "the study on the library public cultural service",the paper,taking Nanjing Library,the Jiangsu provincial public library,for example,analyzes the model in detail,and pays close attention to the library public cultural service.By presenting the basic public service,free-opening,minorities' service of Nanjing Library,and combining with the current public culture developing situation of Jiangsu province,this paper has whole provincial public cultural service in view,probes into constructing an equal,common and fair,public library service system,and then makes proposals involving institution,human resources,financial charge and technology.
