Investgation And Analysis Of The Capacity Of Public Cultural Services Of The Country Public Library

In recent years, the party and the country attaches great importance to the construction of public cultural service system, introduces a series of policies, and carries out a number of cultural projects which are beneficial to the people, which develop socialist advanced culture, and promote the development and prosperity of socialist culture, construct socialist culture and power country. As the most extensive coverage of the cultural institutions, county public library take the public cultural services of many functions and responsibilities, and any other cultural institutions and social organizations are difficult to match the role of carrier of the culture communication and the exchange of information.In this paper, starting from the relationship between the service function of Public Library and public cultural service system, the paper argues that the public library and public cultural service are consistent in the service concept, and they are closely related. First of all, the public library is the material carrier of public cultural services, and is an important place for public cultural services, public cultural service information center, the public cultural services counseling center, public cultural service learning base, and public cultural entertainment center. Secondly, the construction of the system of public cultural services need to work together including a number of departments, and in the construction process for the development of the public library has brought the new opportunity. This is the opportunity to enhance the rich social function, and the opportunity to expand the competition and the population of the readers.The key content of this paper is public culture service capacity of the county public library, combined with the Shucheng County Library, Jinghu District of Wuhu city Jixi County Library as examples, and combined with the management and development experiences of the Public Libraries in developed areas. The paper investigate and analysis the current status of the ability of public cultural services in county public library. I think that as the important mainstream position of cultural communication and information resource platform, the county public library showed some characteristics, such as the way of public cultural services although diversity but the service quality is not high, the number of library resources is very big but the utilization rate is low, the service and the range are low. General speaking, the county public library universally existences some questions, such as week Infrastructure construction, lacking of fiscal expenditure, the unreasonable library literature resources structure, the low service personnel quality, inadequate propaganda work and so on.The report of 18th CPC National Congress and the Third Plenary Session of the eighteen put forward clearly to strengthen the construction of the public cultural service system covering urban and rural areas. In this context, in view of the above many questions which exists in the promotion public culture service ability, this paper argues that the county level public library should grasp the opportunity of the policy, social support, and financial guarantee. The public library should start from the hardware and software, the subjective and objective aspects, strengthen the construction of infrastructure and information resources, take a number of measures and do a good job, such as for the support of relevant departments, improving infrastructure construction, strengthening the cultural policies, increasing financial funding; reasonable planning document structure to meet the various needs of group, actively introducing talents, enhancing the service level of the librarians; paying attention to carry out propaganda work, attracting readers user groups; updating of cultural service concept, strengthening the construction of information resources and so on. At the same time, the county public library should be combined with the actual area and its practical situation, use some modes, for example, using the three level general branch library modes including country, town and village library, service outsourcing mode which putting the library services to the specialized company operation and management by the government to purchase services, digital and network model which is based on the digital library construction, and cooperation model which is complementary advantages, and social forces through mutual cooperation, and jointly promoting and so on.
