Efficiency Evaluation And Promotion Strategy Of Public Cultural Service Of Rural Library In Zhengding County

In order to meet the cultural needs of rural areas,rural library is a non-profit cultural service facility established in administrative villages and managed by rural residents themselves,which can provide books,newspapers and audio electronic devices as well as reading and audio-visual conditions.Rural libraries are not only the main front and platform of nationwide reading in rural areas,but also play an important role in improving the ideological and moral cultivation and scientific and cultural quality of the Chinese people,inheriting excellent traditional Chinese culture and promoting social civilization.In recent years,with the rapid development of China's cultural undertakings and the deepening of the reform in the field of public cultural services,the total supply of rural library services in China has been rising,and the public cultural service system has been basically completed.However,structural shortcomings such as service supply and demand mismatch,rigid process and poor service effect are still serious.The index system includes three first-level indexes of service content,service process and service efficiency,and nine second-level indexes of books,featured activities,talent team,hanging window promotion,operation management,mechanism guarantee,awareness,participation and satisfaction.Entropy weighting method is used to give weight to the indexes of the evaluation system of public cultural service efficiency in rural libraries.Then the field survey was conducted in Zhengding County to conduct objective analysis of the collected data.The results show that the efficiency of public cultural service in Zhengding County's rural library is low.Through the measurement of the survey data and on-the-spot investigation interview,analysis of zhengding county peasant bookstore main problems of public cultural service efficiency is the insufficient supply of public cultural services,service process rigidity,the effect is not good,the main reason is that the disadvantages of top-down supply configuration mode,"built" tube "main body" segmentation form "build" strong "pipe" the weak supervision,policy system,rural residents reading will not higher.Based on the comprehensive analysis of the status quo of public cultural service in rural libraries of Zhengding County,the evaluation results of public cultural service efficiency and the influence of residents' reading willingness,this paper puts forward the following five aspects to improve the efficiency of public cultural service in rural libraries: First,the establishment and implementation of public policies should be optimized;The second is to guide multiple subjects to participate in the construction of rural library;Third,to improve the infrastructure and create a reading atmosphere;Fourth,improve resource supply mode and strengthen inter-library cooperation;Fifth,improve the quality of administrators,improve performance appraisal.
