Research On The Improvement Of Public Service Ability Of County Archives

Archives are the collection base of important historical materials of the party and the state,the Information Center for economic and social development and the use of archives information,and the main body leading the development of archives in China.Different levels and types of archives together constitute China's archives service system.As a grass-roots archives collection,sorting,archiving and service center,county-level archives have important value and significance in protecting public cultural rights and interests and meeting the growing cultural needs of the people.The public service capacity of county-level archives is mainly reflected in the supply of archival cultural products.Archives constantly enrich and improve the public service capacity through archives management,storage,storage,service product development and product provision.At present,county-level archives are faced with such phenomena as single source of archives resources,weak ability of archives collection,low level of archives induction and sorting,lack of archives management talents,backward construction of software and hardware facilities for archives supply,and weak service awareness and public service ability,which seriously hinder the efficiency of ordinary people in using archives services,So that the mass and service of archives management and service work will be greatly reduced.The newly revised archives law clearly proposes to "promote the construction of archives information resource sharing service platform and realize the sharing and utilization of archives resources across regions and departments".In order to break through the "fork" phenomenon and the short circuit problem of "data island" in the archives service system of archives,continuously integrate and optimize archives resources and improve the public service capacity of archives,Strive to realize the transformation of archives services from passive to active and comprehensive services,and open up the "last mile" of serving the masses.Based on this,this paper deeply analyzes the background and significance of the current improvement of archives service capacity,draws lessons from the theoretical research on the improvement of archives service capacity by domestic and foreign scholars,and takes the new public service theory,archives dual value theory,standardization theory and process reengineering theory as the theoretical basis on the basis of the definition of archives,county-level archives and public service capacity,Deeply analyze and summarize the influencing factors of the improvement of Archives' public service capacity,and put forward the framework content of Archives' public service capacity construction.Taking Jinxiang County Archives as a typical example,this paper makes an in-depth analysis from the aspects of archives construction,public service status,existing problems and influencing factors of public service capacity construction,and draws lessons from Zhengding County,Xiqing District Based on the advanced experience of Pingyin County and other county-level archives with strong public service ability,this paper puts forward the specific ways to improve the public service ability of county-level Archives: establish a service mechanism and improve the awareness of active service;Increase service funds and consolidate the foundation for service development;Strengthen the talent team and enhance the ability of archives service;Accelerate the empowerment of science and technology and innovate the mode of archives service.
