A Study On The Promotion Of Public Cultural Service Ability Of Archives

With the development of social economy,people's demand for public cultural services is growing day by day.In the construction of the public cultural service system,how to provide the public with rich cultural products and high-quality public cultural services has become a hot topic in the academic community.As a government-affiliated scientific and cultural institution that stores archives permanently,an archive is a center of providing archive public cultural services for the society.Due to historical reasons,the archive management system in our country,however,has always been in a form of “integrating bureaus and libraries”,and the archive has been taking on the responsibility of administration and business.Compared with the library,the museum and other public cultural departments,the archive has not fulfilled its function of providing public cultural services very well.With the completion of the national institutional reform in 2018,the archive has realized separation of bureaus and libraries and strengthened its archive business functions.A study on the archive's public cultural services will help improve the public cultural service ability of the archives.Provincial archives are important part of the archives system in China.This paper will take Shanxi Provincial Archives as an example.Through field visits,in-depth interviews and online surveys,the author investigates personnel,expenses,informatization construction,identification of archives,utilization of archives,as well as the development of archive cultural products,and points out those main factors restricting the public cultural service ability of the archives.In terms of the existing problems about personnel,resources,products,evaluation,etc.,the author,drawing upon experience from daily practice and advanced cases at home and abroad,proposes that we should improve the public cultural service ability by reinforcing the “people-oriented” service concept,expanding the scope of archive collection,promoting the opening of archives,strengthening informatization services,promoting joint development,building a scientificevaluation system,etc.Using the knowledge of public management for reference,this paper on one hand provides theoretical basis for the after-transformation archive cultural services and on the other puts forward specific measures to help improve the public service ability of archives.The research methods mentioned in this paper also offers practical guidance for the archives' overall business construction.
