Assessment And Empirical Study Of Comprehensive Archives Public Service Capacity

Based on the comparative analysis of the existing public services and its capability assessment of Comprehensive Archives, this paper aimed at a more scientific evaluation index system for public service capacity of Comprehensive Archives, which can assess effectively and discover the problems and shortcomings to provide a new perspective for archives public services. This paper will be divided into the following four aspects:Firstly, introduces the background and explains the purpose and significance of the topic, then proposes the research ideas, priorities, difficulties, innovations, methods of the paper on the basis of analysis on the domestic and abroad public services and evaluation index system for public service capacity of Comprehensive Archives.Secondly, the paper defines and explains the research object that the public services and evaluation index system for public service capacity of Comprehensive Archives which according to evaluation status based on the domestic and abroad literature survey, making full use of the evaluation system for the public service capacity building within the government, libraries, museums and other related public service providers to determine basic indicators of evaluation index system for public service capacity of Comprehensive Archives. Then this study will combine the qualitative and quantitative methods to construct index system and calculate the proportion of the index weights, establish the formula and explain the specific rate rules.Thirdly, this paper will choose thirty -one Comprehensive Archives of provinces (autonomous regions and municipalities) as samples to make empirical analysis. What’s more, the study will use SPSS to deal with the data and some affecting factors(such as GDP per ccapita, the nformationization development level) which can make sure the index more scientificg and find the correlation between the Archives public service ability and the affecting factors.Finally, this paper describes the basic conclusions according to the research of public services capability assessment of Comprehensive Archives and general conclusions according to empirical research, analysis the shortcomings and put forward the research prospects.
