Research On Public Service Of County Archives Under The Background Of Informatization

With the continuous development of economy,the public began to pay more attention to spiritual pursuit on the premise of increasingly satisfying material needs.The concept of "public service" entered people's vision in this context.When the government vigorously promotes the concept of public service,the archives,as an important department of public cultural undertakings in China,faces new challenges and opportunities in how to improve the level of public service.Not only that,since the 1960 s,the field of archives has undergone extensive and profound changes.When the construction of archives informatization is widely carried out in the world,our country also keeps pace with The Times and accelerates the construction of archives informatization.At a time when the concept of public service is gaining popularity,how to promote the level of public service of archives through the construction of archives informatization,so as to better serve the people,society and national construction,has become an urgent problem to be solved in China's archives system.Of course,county archives,as the most basic cell in the archives system in China,are also facing opportunities and challenges under the dual background.FuYuan County archives as a case to study,this paper take the field research and comparison research,draw lessons from operational stronger index system,grant the questionnaire survey to the service object,to FuYuan County archives informatization construction level and the status quo of the level of public service is analyzed,on the necessity of information construction to promote the public service,concluded FuYuan County archives in the process of providing public services,and information that technology has not fully utilized,and the its existing problems are: poor infrastructure,low utilization rate of file query,user satisfaction is not high,did not continue to play their own advantages,etc.The author analyzes the factors that cause the problems,and through introducing the construction experience of some advanced libraries at home and abroad,finds out the gap,which can be used for reference by the archives departments at the county level in China.To solve these problems,combining the reality of FuYuan County archives work,from the change service concept,strengthen infrastructure construction,construction of standard system,to strengthen the construction of talent team of four content,proposed under the condition of limited public service level of ascension method:namely,set the new idea of archives information management,efforts to upgrade theimportant status of the archives,strengthening archives work personnel of the administrative ability,form based on the requirement of the user's file management and service concept;Actively raise funds,increase facility investment,equip with necessary hardware and software,and establish and improve the working process of electronic file management;To formulate informatization standards,norms and medium-and long-term plans in line with China's national conditions and the construction of archives;With era pace at the same time,establish archives personnel training mechanism,strengthen the staff's knowledge structure,build a talent team meet the requirements of The Times files,from three aspects of equipment,technology and personnel information,improve degree of archives informatization,insist on serving the people wholeheartedly,vigorously improve the level of archives of public services.
