A Research On Archives Public Service Capability And Public Policy In China

The public service capacity of archives is the core of archives in China in recent years.Since the "public archive" was officially written into the public policy document in 2002,until the goal of further improving the public service capacity of the archives was confirm ed in the 13th Five-Year Plan of the National Archives Development in 2016,the archives public service policy system was gradually formed and perfected continuously.It is both theoretical and practical to use the index system of the archives service capacity to assess the supply of archives public service policies.Based on the results of the survey,balancing policy needs and policy supply,this paper established a policy analysis framework for the influencing factors of archives public service capabilities.And then it quantitatively analyzed 61 policy by the way of content analysis and social network analysis,trying to figure out whether China's policy supply is sufficient on the issue of archives public services.The research discovered that the overall policy supply situation was general for the development dilemma and policy demand faced by the public service of archives in China.And there was a phenomenon of imbalance between supply and demand:the policy text for the protection level was much more than the tool level and the target level,which ratio was 56%.The support of the policy text of the target level was obviously insufficient and there was no specific policy.In the supply of influence factors,the supplements of user surveys,consulting services,utilization statistics and certification services were relatively poor,and there were policy gaps.The policy paid too much attention about the archive compilation and public service announcements,which exceed the actual demand.Therefore,this paper proposes the following policy recommendations.Firstly,strengthen macro-policy supply at the national level.Secondly,strengthen the supplement of policy,and establish a comprehensive coverage of the archives public service regulations and policy system.
