| In the knowledge booming era, cultivation and improvement of the public service is of great importance for the existence and development of the Public archives. Information society with its characteristics of opening and free requires the exoteric and convenient service from the archives. With the development of electronic documents, digital archives and knowledge service, archives have to adapt to the changing conditions, and make every possible effort to satisfy the users’ need, which is in accordance with the principles of service-oriented government. In the practice service, public archives need go beyond of collecting, arranging, appraising, keeping records and counting, and try to improve their abilities, broaden the vision,urn the’dead archive’ into live data’, and transform the ’archives’ to ’wisdom bank’. Archival departments in all levels should put the service at first, facilitate the work and life for the masses, and thereby enhance its vitality.The essay here discusses the public service ability of the public archives, and put emphasis on how to cultivate and improve the ability. It demands establishing perfect archive service system, introducing advanced concept, technology and the knowledge management, engaging in the cultural construction, setting up brand fame, participating in the construction of memory, and bringing in multi-subject. The main part is divided into three parts:First, the general view of the public archives. Based on the intrinsic national archives and special archives, the public archives should strengthen its ability in the collection aspect, break through the initial collection, render services to the public, make full use of modern technology and build a close relationship with the masses. Then it can get rid of the former working model and concept and show a new image. The fundamental for the public archives is commonality with serving the public, so public archives should seize the essence to adapt to the society.Second, review of the public services. From macroscopic aspect, the public service is to provide information for the society, offer the public the guarantee of obtaining information. In view of microscopic aspect, its main function is to set up historiography and local records and satisfy the requirement of academic necessity, amusement and recreation. It is very important to lay solid foundation in collecting information, utilizing the platform of resources and consolidating the resources. Nowadays, the public archives should overcome its shortcomings ranging from idea, resource, system, to talents, and expand the services in three dimensions of depth, extent and width.Third, cultivate and improve the public service ability. Establishing the archive service system is close related to cultivating and improving the public service ability. The system shall include the managerial institution, supervision regulation, evaluation framework, laws and so on. It goes through the whole work of the archives. As to the service pattern and service object, it can take’people to machine’model or’people to people’ model. It is not only the business of the public archives, but also concerns the convergence with other systems, such as the other system of public archives, other type of information service and social work. Meanwhile, put up with some innovative ideas in the following aspects: actualizing the knowledge management, engaging in the cultural construction, increasing its own strength, setting up brand image, participating in the construction of memory, and bringing in multi-subject.This thesis put up with some ways to improve the public service ability, revert its current situation, and lay solid foundation for the future work. From the whole insight, the public archives shall perform the knowledge management, engage in the cultural construction, participate in the construction of memory, and bring in multi-subject, and so on. |
