With the rapid development of artificial intelligence,big data,cloud computing and other high and new technologies,the society is rapidly changing and integrating.The media and publishing industry has been under unprecedented impact and challenge,and great changes have taken place.Digital media and electronic publications have more advantages than paper media,and the market share of paper media has shrunk sharply.Traditional paper publishing house are in urgent need of changing management concepts,optimizing internal operation,and seeking complementation and integration with new media.In this process,performance evaluation and management should be used to mobilize the enthusiasm of employees and guide them to improve the level of topic selection,planning,auditing,proofreading and editing.And the authority and influence of paper media can be improved,circulation can be consolidated and expanded.Performance appraisal problem of H periodical press is selected as the research object to carry out special research.The literature method is used to establish research ideas,the relevant theories,processes and methods of performance management are used to establish an analytical framework.An empirical study is made by using the method of investigation,the current situation of performance appraisal of H periodical press is analyzed.It is found that the basic starting point of performance appraisal work is low,the knowledge of performance appraisal is little,the performance appraisal index is far from forming a system,the process of performance appraisal is ignored,and the performance appraisal fails to play its due incentive role.In view of the above problems,using the Balanced Scorecard and key performance index method,this paper reconstructs the performance appraisal index system of H periodical press,and makes optimization and arrangement for the performance management process.Furthermore,it puts forward the guarantee measures for the implementation of the new performance appraisal scheme: H periodical press should unify the understanding,adjust the organizational structure,seriously apply the results of performance appraisal,strengthen the performance communication and feedback,and improve the appraisal mechanism.These measures have practical value for the optimization and reconstruction of the staff performance appraisal system of H periodical press.
