EP Press Performance Appraisal Study

Publishing industry has always been playing an important part in the socialist cultural construction of China.With the development of economy and more attention to culture,its position and role become more and more prominent.According to the latest statistics,there have been 585 publishing houses in China by the end of 2018,among which there are 219 central-level publishing houses(including 13 subordinate publishing houses)and 366 local publishing houses(including 11 subordinate publishing houses).These publishing houses have provided strong support for the spread and development of the excellent culture of the Chinese nation and progressive ideas,and have made great contributions to the prosperity of the socialist culture and the development of spiritual civilization.Performance assessment is an important part of human resource management,whose level influences the realization of enterprises' strategic goals.EP publishing houses have been optimized for the performance assessment after the transformation into enterprises,and certain achievements have been made at the beginning of the transformation.However,as market competition intensifies,the original performance assessment is not fit for the current development any more.For example,social and economic benefits cannot be effectively considered together if we pay too much attention to economic indicators,the incentive effect of assessment mechanism is not obvious,and position salary is not paid by the title and so on.All of these problems seriously dampen the enthusiasm of the staff,resulting from which it is bad for the sustainable development of publishing houses.In terms of the performance assessment of EP publishing houses,the paper,based on four dimensions of the Balanced Scorecard theory,discussed some effective methods of optimizing the index weight,taking into account social and economic benefits,strengthening the enforcement of assessment results,broadening the channels of self-growth and salary promotion,along with feasible implementation plans,which are definitely meaningful for EP publishing houses and other publishers.
