Chinese Publishing System Reform is a prerequisite for enhancing enterprise’s core competence. Establishing an equal and sound performance appraisal index in publishing field is advantageous to transformation of publishing companies and establishment of a modern enterprise system. On the other side, it’s a problem faced by every developing publishing company to tackle.This thesis makes S Publishing Company Editorial Department as a study case, with a deep research on human resources of S Publishing Company, and analyzes the problems existing in performance appraisal index in the company. Furthermore by virtue of Balanced Scorecard(BSC), it’s expected to design a performance appraisal system index system, with the aim of stimulating the enthusiasm and creativity of staff, increasing publishing quality, to improve the market competitiveness of S Publishing Company eventually.The thesis is divided into six parts. The first part is to illustrate the research background and significance, as well as main contents of this text. For the second part, it is a brief introduction of relevant theories of Performance, Performance Appraisal and Performance Management, with a detailed summery of Balanced Scorecard. Based on the presentation of human resource characteristics in S Publishing Company, the third part makes an in-deep analysis of problems in performance appraisal index of editorial departments. Then in the fourth part the thesis analyzes from the following four dimensions, financial outcomes, customer, internal business processes as well as learning and growth to design the company’s performance appraisal system by means of Balanced Scorecard. The fifth part is up to a level of implementing a performance management derived from the improvement of performance appraisal index, focused on pay distribution and promotion in the feedback course. In the last part is the conclusion and limitations of the study.
