The publishing industry is an important part of the construction of socialist culture in China, the publishing industry is involved in a political, economic, technological, cultural and other fields of the comprehensive work, is to promote an effective tool for social progress. The development of the publishing industry Chinese has 100 years of history, but the real development and growth is about 30 years since the reform and opening up, as of 2014 December, China has 583 publishing houses, publishing house has become a backbone of the development and prosperity of socialist culture China. Press is facing both inside and outside the industry competition is becoming increasingly intense, so that one can really play the role of performance appraisal system is particularly important.This paper is divided into five parts, the first part is the introduction, introduces the research background, significance and the main research methods, the research results at home and abroad and summarizes. The second part defines the relationship between the concept of performance management, performance appraisal and between, and expatiates the Balanced Scorecard tool to provide a theoretical basis for the research on performance management system of KJ press; the third part from the Anhui publishing group KJ, appraisal present situation analysis, pointed out that the index of performance appraisal model set and weight assignment is still subject to traditional, not improving the performance management theory into enterprise performance evaluation, deficiency in effective incentive the enthusiasm of the staff. The fourth part in view of the Anhui publishing group Press KJ, the current performance appraisal problems, based on the balanced scorecard, a detailed analysis of the performance appraisal index system, constructs a set of sustainable development play a positive incentive effect evaluation system. To analyze and evaluate the preliminary implementation of the fifth part has established the appraisal system, points out some problems existing in the new evaluation system, and puts forward the relevant improvement measures.The innovation of this paper and the characteristic lies in the human factors in the press performance appraisal of the core position, on the basis of performance management tool, the Balanced Scorecard as the tool is applied to the Anhui publishing group KJ, performance evaluation. Through the case analysis, obtains the KJ press the current assessment methods are not refined no specific cause of performance evaluation becomes a mere formality, unable to give full play to the role of performance appraisal of the real role. According to KJ press in more senior editor, published every year more books, need through the effective performance appraisal and give full play to edit the innovation ability, the construction can effectively promote the Press KJ to enhance the effectiveness of the balanced scorecard based performance appraisal system, has the model significance to other press performance management.
