Scorecard Applied Research, In The Performance Management Of Public Libraries

With the success of culture frame reformation, the Nation has increased its demands for the performance measure in commonweal cultural organizations in traditional non-profit culture industry. It has become a urgent issue that how to enhance the management level and provide high-quality cultural products as in public library.The paper begins with the natures and functions of public library, analysis the common institution properties and current situations which public library being faced. On the basis of principle of BSC, the author applies the essential thoughts to the Hunan Library, the greatest public library in Hunan province. According to its current situation, this paper explores four respects as finance, readers, internal procedures and study progress to design the performance measure system. On the other hand , the author also attempt to gives appropriate weight to the measurement indexes by Delphi and AHP ,and set up a complete performance measure system.This research which studies has positive and practical effect on the performance management scientizement and standardization in non-profit organizations in our culture industry. The conclusion also can be spread in the other similar institution such as public museum, art gallery and art research institution. It can be the reference material and a guideline to construct a well culture management framework.
