In recent years,due to the lack of effective SME public service information system,the public service resources were hard to integrate effectively,the service synergy mechanism was difficult to establish,and the service information channel was not smooth.On the other hand,the related information data of service organization has the characteristics of large quantity,wide range,variety,fast change and decentralization,so the service lacks pertinence.Based on the above,this project co-ordinates all kinds of service resources and information resources,so that it can construct the unified small and medium-sized enterprise service system.In this case,it can provide various services to small and medium-sized enterprises,strengthen the publicity and implementation of national policies,optimize the allocation of public service resources for small and medium-sized enterprises,promote the division of industrialization and informatization,and exploit the advantages of information technology in serving small and medium-sized enterprises to the full.Its great significance are that it not only can change the that the hysteretic construction situation of service system of small and medium-sized enterprises and its unsubstantial foundation,but also can improve the level of service system construction of small and medium-sized enterprises,and meet the diversified demand for information service of small and medium-sized enterprises in the development course.In view of the lack of technology in the region and the complex data of service organizations,the paper proposed a mechanism based on the data mining technology for selecting service institutions of small and medium-sized enterprises.First of all,it needs to collect the business data of the technical service institution and build the source data warehouse,then mine the data on the basis of the service demand,and classify the index data according to its quality excellent or not.Secondly,the index data is assigned.Finally it needs to cluster the data and selected the valuable data to store in the database for the portrayal of the service mechanism,so as to select the qualified service enterprises according to the user requirements.Thus,the accuracy and pertinence of system service are improved.This paper focuses on the system architecture,function design and system implementation of the public service system for SMEs.Firstly,the paper analyzed the related researches on the SMEs service system and the construction of domestic SMEs public service system.Combined with the actual situation of the region,the paper analyzed the construction objectives,construction ideas,specific functional requirements of the construction platform.On the basis of requirement analysis,the paper gave the architecture and design method of enterprise public service system for my working province.It included the overall design objectives and principles of the service system system,the overall design ideas,overall architecture,process design,database design,design of the screening mechanism for technical service institutions,etc.The UML use case diagram and timing diagram are used to design the system,and the data pattern is designed in detail.This paper discussed the key technologies of the design and implementation of the function for the enterprise public service platform,including the SSH architecture and the data mining.The paper also describes the implementation process of the system.Firstly,the implementation process of the overall architecture and hierarchical architecture is discussed.Secondly,the implementation of some modules is discussed.Finally,the paper discussed the realization method——Using SPSS software,the data clustering analysis is carried out by k-means algorithm.In part of the test and application of the enterprise service system,the paper envolved the specific strategies,function test and performance test of the enterprise service system for the accomplished test standard,the design of test and other issues.The design methods are tested in several cases.The functions and performances of the system were tested using the testing tools.The tested results were analyzed.The design and implementation of the project was very suited to meet the needs of the development of small and medium enterprises,and can effectively solve the problems of the small and medium enterprise such as poor information,the imbalance of service supply and demand to promote the development of small and medium enterprises.The project will help to promote the process of information construction in the region,raise the competitiveness of enterprises,and promote the implementation of SMEs development strategy.
