Research On Patent Information Service Mode Of University Library For Small And Medium Sized Enterprises

Patent information integrate technological,legal and economic information,and it has important value for scientific and technological innovation,market competition and strategic decision-making.Now the small and medium-sized enterprises possess more than 65% inventions,75% technological innovation of enterprises and 80% development of new product.However,the phenomenon that patents have not novelty,creativity and practicability been common in small and medium sized enterprises,and it is the main research object of patent information services,therefore,the studies of patent information services for small and medium-sized enterprises have become a research hot in academia.As an important part of the public information service organization,university libraries have advantages that literature resources,human resources,information service experience and subject service ability,so it can be responsible for patent information services.However,there are many differences in the understanding of the existing research for patent service modes,and the patent service modes established cannot guide practices because of a great distance from practices.This paper firstly introduces the research background and significance,and reviews the research status at home and abroad,raising innovative points;then defines the related concepts,and combines the life cycle theory and synergy theory,putting forward the analysis framework of contents of patent information services based on the patent life cycle theory to provide a theoretical basis for building the service mode.Secondly,it analyzes the current situation and problems about development of small and medium-sized enterprises,then analyzes the patent information needs of enterprises by investigating literatures and collecting related data of the State Intellectual Property Office's website,combining with cases of small and medium-sized enterprises in Hunan Province,Yancheng Zhongwei Bus Co.Ltd.Thirdly,it takes the "985 Project" universities as an example,and surveying the present situation of university libraries' services from four aspects of patent information service websites of university libraries,the libraries' patent resources,patent information services projects,patent training and teaching,and analyzing the cases of libraries of Nanjing Industrial University and Jiangsu University.Then,according to the analysis of university libraries' internal advantages,weaknesses and external opportunities and threats,it adopts the WT strategy cooperating with WO strategy.Finally,it proposes patent information service mode of university library for small and medium-sized enterprises-fivedimension cooperative patent information service mode based on the patent life cycle,and explains the detailed structure,elements,process and mechanism of the mode.
