Small and medium-sized enterprise is an important part of our national economy, medium and small enterprises exist many problems: the low level of management, mainly for the management idea is backward, weak basic management, site management confusion, lag, the organization system construction produces management extensive, employee knowledge and ability etc.. The existence of these problems, restricting the development of small and medium-sized enterprises, small and medium enterprises affects the full play of social function and effect. Therefore, improving the management of small and medium enterprises is a very important task, and training and education enterprise in the task plays an important role in. Small and medium-sized enterprises tend to adopt the "money management strategy Duanpingkuai", and the lack of the corresponding strategy, management strength is weak, the human resources tend to stay in the stage of personnel management; the second is the small and medium-sized enterprises in pursuit of results oriented, because most small and medium-sized enterprises is still in the development stage, various aspects of the enterprise strength is not strong, foundation is not solid, anti risk ability is weak. Therefore, performance will not only affect the development of enterprises, and even may decide enterprises’ existence.The small and medium-sized enterprise human resources management in the problems and difficulties in this paper based on, to develop a set of suitable for internal training service management system for small and medium enterprises. This topic applies the principle of software engineering, in accordance with the problem definition, feasibility study, demand analysis, overall design, detailed design, coding and unit testing of steps. After the completion of business research, this paper design the system service function, respectively, the basic information management, training planning management, process management and evaluation of training management. In the system design work, will complete the overall system architecture, business process design and data structure, detailed design, the main function module of the system is given. In addition, in the implementation of the work system, the deployment of the system development environment and tools, which provide some function system login and main function module in. In the aspect of technology, this paper will use SQL Server 2005 as database management platform, Delphi as the client development tools, the system structure of the client / server(C/S) two layer structure.System functions to achieve the basic information management, training management, training management, training management and evaluation of the system management module, the functional architecture of the successful implementation of the business enterprise, complete the implementation of training integrated in the unified system platform, paperless and the training process, not only to enhance the training of management personnel’s working efficiency, security training work standardized and implemented smoothly, but also will accelerate the development of enterprises, strengthen enterprise talent competitiveness.
