Research On The Innovation Of Service And Operation Model Of Community Library With Public-Private Partnership In China With Guangzhou As An Example

Public-Private Partnership(PPP)has become an important part of public infrastructure construction policy in many countries.The core idea of PPP model is to share benefits through the cooperation between the public sector and the private sector.Community library is a basic unit of cultural service that has not yet been fully considered in China.There are great demands for community libraries at many local communities to serve the people at their own neighborhoods.Its development involves many complicated factors.This paper introducing private capital into the construction and operation of community libraries and utilizing private capital and resources to supplement the shortage of government investment and service have become a hot research topic.Based on the above research background,this article mainly conducts research from the following five aspects.The first chapter first explains the background,basic concepts,research ideas and content of this research.The second chapter combs and reviews the current research status at home and abroad,and analyzes and interprets the relevant theoretical basis.The third chapter discusses the operating status of the Guangzhou community library PPP model from the dimensions of funding,efficiency,personnel and income generation based on the comparison of the PPP service supply models of public libraries at home and abroad,and puts forward the operating factors and the existing problems.The analysis is carried out,and the internal logic of introducing the PPP model into the supply of its influencing factors is briefly analyzed.The fourth chapter explores the inherent primary and secondary relationship between community libraries and public libraries through the exploration of Guangzhou community libraries,and explores the establishment of rights and responsibilities among the government,libraries,and enterprises based on the basic nature of community libraries.After making profits,systematically sort out the operation process of the PPP mode of public cultural service supply,especially evaluate the risks that may occur during the service operation of the community library,build a risk sharing framework,and finally form a clearer community book The operation process of the library PPP model also sorts out and divides the respective responsibilities and relationships between the government,libraries and enterprises.The fifth chapter further analyzes the problems and causes of the PPP mode provided by Guangzhou community libraries through the above theoretical interpretation,and puts forward corresponding suggestions for the government,libraries and enterprises.Finally,by studying the practice history of the diversified public cultural service supply in the typical developed countries of Britain,Japan and the United States and the domestic cases of Shenzhen,WU-xi,etc.,it summarizes the operation of the PPP model of the community library in Guangzhou.This article takes public demand as a guide,aims to provide readers with high-quality and efficient library services,and at the same time provide a reference for the promotion of innovative supply models of new libraries across the country.This article is aimed at the problem of the last mile of library services,which is conducive to people's yearning for a better life with strong social practical significance.
