The Singapore Public Library System Supports Research On Service Strategies For National Scientific And Technological Innovation

In today's world,innovation has become the main driving force of economic and social development,and innovation strategy has become a necessary factor for countries to lead other countries,and is also the primary development strategy of countries,while scientific and technological innovation is the core of implementing national innovation-driven development strategy.Singapore has been implementing a national science and technology program since1991.In the global innovation index published by the world intellectual property organization(WIPO)in 2019,Singapore ranks eighth,and its innovation level is already among the highest in the world.Under the background that the strategy of innovative development has become a national strategy and scientific and technological innovation is promoted,public libraries,as public service institutions,can provide service support for national scientific and technological innovation by making use of their information resources,information services,information service professionals and emerging technologies in the face of new opportunities and challenges.As a global model of innovation,Singapore has made outstanding achievements in national scientific and technological innovation thanks to the support of the Singapore public library system.Research on the service of Singapore public library system supporting national scientific and technological innovation can provide reference for our national library and public library to support our national scientific and technological innovation.This study first briefly discusses the role of innovation strategy in the current national development and the basis of selecting Singapore public library as the research object.Secondly,analysis the meaning of scientific and technological innovation and technological innovation system,and puts forward his own understanding,this paper present the academic science and technology innovation system and innovation of science and technology policy system framework,including science and technology innovation policy system framework consists of eight factors,respectively associated with innovation,innovation subject,innovation,industrial innovation,regional innovation,innovation environment,openinnovation and feedback relevant policies,and theoretical basis for combination of Singapore recently adopted a policy of national scientific and technological innovation of the form is applicable to the specific policy framework of science and technology innovation activities.Then,the network survey method is adopted to visit the relevant contents of the official website of the national library authority of Singapore to investigate the specific services provided by the Singapore public library system for national scientific and technological innovation at the present stage,and then summarize and analyze the services it has provided according to the theoretical framework of the scientific and technological innovation system.Finally,the paper puts forward the service strategy of Chinese public libraries in support of national scientific and technological innovation from the aspects of service innovation main body,supporting industrial innovation development and supporting innovation environment.
