In order to not eliminated by the society, the library must change ideas, and reform the traditional service mode and method.In this paper, through the research of the library public cultural service system ", understand the general situation of the development of public cultural services of libraries at home and abroad, analyzed the influence factors of the function of the library development, and the" new public management "and" new public service "as the theoretical perspective, in the library of Maoming city as the research object, through field research, face to face interviews and investigation form of public cultural service of the library of Maoming City, using comparative research method, literature research method, case investigation method and empirical research method of library public culture service innovation at home and abroad were analyzed and summarized in detail, finally combined with the domestic environment, learn from the valuable experience of public cultural service innovation the library at home and abroad, and puts forward some paths of public cultural service innovation of Library under the new situation.
