Research On Public Library's Innovation Of Public Culture Service Innovation

Since the Central Committee of the Fifth Plenary Session of the 16 th CPC Central Committee,the concept of “Public Cultural Service System”has been explicitly proposed,and at the Third Plenary Session of the 18 th CPC Central Committee,the construction of a modern public cultural service system was proposed.Now,our country is in a period of great economic development and cultural prosperity.Traditional culture and modern culture are fiercely collided and blended.The idea,content and model of public cultural services are innovated to adapt to the current overall economic and social development forms in China.In recent years,the party and the country have also consistently advocated reading for all citizens.Premier Li Keqiang pointed out at the executive meeting of the State Council on April 19,2017:“It is very important for a country to develop the habit of reading for all people.This is inseparable from the popularity of public libraries.” Under the impetus of great cultural development and great prosperity,our public cultural service system has basically been established and gradually improved,laying an important foundation for the sustainable development of public library undertakings.The provision of public cultural innovation services by public libraries is a requirement that meets the growing public cultural needs of the people.It is also the realization of the soft governance of the country's culture and the gradual realization of equalization of public cultural services.The public library is an important part of China's public cultural service construction.It is an indispensable important public welfare organization for building China's modern cultural system and plays an irreplaceable role in building socialist spiritual civilization in China.The public library always regards service as an eternal theme and provides an important place for the people's spiritual and cultural life with the cultural essence of public welfare,inclusiveness,and equality.However,with the changes in the social environment,the needs of readers are also diversified and individualized.Public library services need to be unable to adhere to traditional service models in the increasingly developing social environment,carry out continuous innovation and development,and create novel service content and service methods.New technologies and methods,reorganizing management models,and serving the readers to their social value.This article combines public management theory with the service innovation of Shanghai Hongkou District Library(hereinafter referred to as Hongkou District Library)as the main body,and introduces the development status,function orientation and main functions of Hongkou District Library,and the service innovation of Hongkou District Library.The reader satisfaction survey questionnaire and the interviews with librarians and readers of the Hongkou District Library combined with the information of Hongkou District Library's year-end reports,standardized construction data,etc.,summed up the basic work of Hongkou District Library's service innovation,and identified Hongkou.The problems in the service innovation work carried out by the district library are the problem of service innovation demand orientation,service innovation efficiency,service innovation depth,and service innovation performance.Taking the Hongkou District Library as an example,the reasons for the service innovation problem in our country's public libraries are analyzed.These include the deviation of service innovation concept,inefficient service innovation management,lack of scientific human resources construction,andlack of effective evaluation of service innovation.These four aspects cause obstacles to the further development of public library service innovation.This article proposes countermeasures and suggestions for the establishment and improvement of public library service innovation in public libraries in China through reference to the practical experience of public cultural services in public libraries all over the word.In order to provide realistic basis and reference for the future development,reform and transformation of public libraries in China.
