The basic ideal theories of modern public libraries summarize the values and the social responsibilities of libraries, sublimated the contents of library vacation. The ideal theories of modern public libraries make an accepted theoretical system, while a new concept. In fact, it is born from the practices of library works and it becomes matured during the persistent pursuit. The brilliant achievement of the library thoughts regards the spiritual values and ambitions. It embodies the humanism of library science; in the meanwhile, it's the quintessence of the cognitions in cyber-environment. These ideas are beyond entity libraries and the technical science of library. They emphasize the time spirits and the philosophic meanings. The study on the ideal system of modern public library ought to be started from the epistemology level and methodology level. Ideas of epistemology level include the idea of equal access to services, idea of information freedom, idea of information fairness, idea of social inclusion, and idea of democracy. Ideas of methodology level include the idea of legal management, idea of human management, idea of crisis management, knowledge management, etc. While summing up these concepts, research demands the knowledge of connotation, generalizes the contents of ideas, analyzes the presentation formats, and summarizes the research significance. In the final, to found an structure of ideal system draws the hierarchy and the relationship.
