Research On The Upgrading Of Chinese ICT Industry From The Perspective Of Global Value Chain

With the development of digital economy and the breakthrough of information technology such as network,5G,cloud computing and artificial intelligence,ICT industry has become the trend of Internet plus.From all aspects,all countries in the world regard ICT industry as the top priority of industrial development.The integrated production mode has been replaced by the deepening international division of labor.The whole production chain is no longer contracted by the same enterprise,but is divided into different links,which are composed of leading enterprises from other countries.After participating in the global value chain division of labor,enterprises are responsible for different links according to their comparative advantages.In the era of digital economy,the information and communication technology industry,as a new cutting-edge technology industry,has brought new opportunities for many developing countries to climb to the high-end value chain link,and promoted the change and development of international division of labor.Therefore,it is necessary to study the upgrading of information and communication technology industry from the perspective of global value chain for China to achieve high-quality economic development Deepening economic reform is of great significance.In the first part of the paper,this paper analyzes the development status,future development trend and problems of China’s ICT industry.In the second part,it introduces the theory of industrial upgrading and designs the upgrading path of China’s ICT industry.In the third part,it calculates the global value chain status index and participation of China’s ICT industry,Through the empirical analysis of fixed effect model and taking Huawei as a case,this paper analyzes the factors influencing the status of China’s ICT industry in the global value chain and the climbing mechanism,and discusses how Huawei achieves the climbing in the global value chain,which is conducive to reflecting the position of China’s ICT industry in the global value chain,and further explores the ways and mechanisms of upgrading China’s ICT industry in the global value chain.According to the empirical results,the level of intellectual property protection,R&D investment and global value chain participation can promote the upgrading of China’s ICT industry from the perspective of global value chain.According to Huawei’s case,if an enterprise wants to rise in the global value chain,it must first pay attention to R&D,develop new products based on the market in combination with the enterprise’s own situation and internal and external environment.At the same time,it should also accumulate resources,wealth and technology according to the existing comparative advantages,promote the deepening of product division,and reposition the differentiation advantage after obtaining the competitive advantage,Reconstruct the value network to support the development of main products.
