In 1999,China began to enter the aging society,the degree of aging in more than 20 years has become increasingly serious,how the healthy development of pension has become a topic of wide concern to the government departments and the masses.As a socialist country,China regards pension work as a public service item,and has taken a series of measures to promote the healthy development of pension work from the perspective of legislation,formulation of public policies and provision of public services.First,the Law of the People's Republic of China on the Protection of the Rights and Interests of the Elderly was enacted in 1996,and amended several times in 2012,2015 and 2018.The current provisions of the law clearly stipulate that people's governments at all levels should include undertakings for the aged in their national economic and social development plans.Second,the Party and state leaders have always attached great importance to the development of pension undertakings.General Secretary Xi has put forward the important concept of people's health that "people come first and life comes first",and has made clear instructions and requirements for pension work in major conferences and field investigations for many times.Third,we strengthened policy formulation.We issued a series of important policies,such as the Plan for the Development of the National Undertaking for the Aged and the Construction of the Elderly Care System during the 13 th Five-Year Plan Period and the National Medium and Long Term Plan for Actively Responding to the Aging of the Population,and made top-level design for the elderly care work from the perspective of the whole Party and the whole country.The above laws,regulations and policies all pay high attention to the training of old-age nursing staff,which is directly related to the healthy development of old-age nursing work.With the gradual deepening of the aging process in Guiyang,the shortage of the number of nursing staff and the shortage of skills directly perplexes the stable development of the old-age care in Guiyang.According to the general situation of insufficient number and skill level of elderly nursing staff in Guiyang City summarized by the survey,this study sorted out three stages in the training of elderly nursing staff in Guiyang City through literature review--the vocational education stage before entry,the vocational training stage after entry and the vocational skill appraisal stage.Questionnaire and interview survey were conducted on the teaching staff,students and staff of vocational education colleges,vocational training institutions and vocational skill appraisal institutions involved in the three training stages of old-age nursing personnel training,forming the basic situation and training status of old-age nursing personnel in Guiyang City,and summarizing the existing problems in the training.By using the theory of human capital,the theory of third-party governance and the theory of vocational education to guide and analyze,this paper puts forward the countermeasures and suggestions for the regulation of vocational colleges(technical colleges)of old-age nursing professional,put forward the corresponding countermeasure suggestion.
